The Bitter Truth towards Better Understanding

Sri Lanka has decided to become a co-sponsor for UNOHCHRC Resolution on Sri Lanka that is to be adopted on the September 30^th, 2015.

 We all hope that a new chapter and pathways are being opened for better understanding of ethnic communities’ dignity and self-respect in relation to each other in an independent nation. The progress of Sri Lanka regarding delivering the consoling justice to the affected people being a co-sponsor would come for more closer scrutiny, than being isolated mere respondent of responsibilities pointed out by community of Human Rights concerned nations. 

As such it worth looking back at some bitter truth, 03 decades old facts are of national importance in the present context, in which State Leaders, have just promised to the member nations of UN-HRC that it would work hard for better civilized responsibilities of delivering equal justice, restitution and non-repentance of the past ordeals for civics. The hybrid government must respond to it not for any other reasons than consoling and comforting their own people torn by the war willfully protracted for 30 years (If this government considers the same affected people are of  theirs and of no one else's) who still striving to live normally even after 6 years of end of war.

This is for the conscience of the all members of the Hybrid Government Committee of Reconciliation and the Courts of Hybrid Government

The two main political parties which ruled this pluralistic ethnic nation by the name of Sri Lankan Government which should be always bound to ensure law enforcement unabated, by some series of following tabulated bizarre actions very much inappropriate for a sovereign independent state,   willfully protracted the war, for 30 long years has prevented Natural Integration of Ethnic Communities, rather permanently within the nation and are presently hatching out the planed enforced reconciliation, again for their own benefit, as has been in the past post independently against the real need of National Integration through allowing the people to be compassionate to each other in difficult times, hence it is high time that the people's representatives reflect these sentiments.   

1.   Failing to arrest Veluppilai Prabaharan and his accomplices when they were having dinner of hoppers at Amirthalingam’s house, immediately or later following gunning down Alfred Duraippah, at Ponnalai. 

2.     Failing to apply a return ambush at Kadju Farm Murungan Mannar Road when Veluppilai Prabaharan and his accomplices ambushed a radio-car with few CID officers at the same farm, despite of its close proximity to Thalldi Army Camp, Mannar one of the biggest then existed.  

3.   Bringing an abrupt halt to the  Vadamarachchy Operation Liberation in May 1987, when General Denzil Kobbekaduwa and Brig. Wimalasundra’s battalion  have managed to isolate the civilians from rest of the fighting groups including Veluppilai Prabaharan and LTTE, and thus for failing to arrest or shoot down the most wanted people of the law by then and failing to avoid catastrophe in succeeding years by that abrupt halt of Operation Liberation 

4.    Failing to uphold the Sovereignty of Democratic Socialistic Republic of Sri Lanka, which is the uttermost responsibility of a Responsible Government at the most required time, by halting the Operation Liberation at a crucial juncture at the behest of India another Sovereign Independent Nation (Could have finished the job swiftly said in above 3. and then sign the agreement)

5.  By the action said in above 4 the Responsible Government of Sri Lanka (here in after referred to as RGOSL) wasted an opportunity to tear the Indian Super Power attitude and its’ face mask for the betterment Regional Independent Nations’ Sovereignty; worst of all RGOSL allowed Veluppilai Prabaharan to be carried off to Delhi by an Indian Helicopter from the shores of Sri Lanka, then to return by same means instead of to Colombo on both occasions – with ulterior motives unveiled later as a war. 

6.     By the above said actions 3, 4 and 5 of RGOSL, the siege by the LTTE as well as by other groups over the entire population lived in the North and East of Sri Lanka and over the defense installations there in were allowed to recommence swiftly, though unfortunately for entire Sri Lanka population.

7.    By agreeing to sign and signing an accord at the behest of India, the treacherous act described in above 4, is repeated, and the entire population lived in the North and East was exposed to the atrocities of Indian Peace Keeping Force, and the crony groups ENDLF, EPRLF, TELO, PLOT, and the worst to the war against LTTE, and the atrocities of LLTE as well. This is an absolute failure, and abandoning the responsibility of the RGOSL, and its constituent Defense Forces to protect and saving its own population from external forces and miseries. More than 20,000 people perished apart from permanently inflicted trauma and despair of war on the living people. Though RGOSL, failed to compensate or compassionate towards that IPKF war affected people, India did only compensate for lose life and property.

8.   In the Alambil Jungle, though IPKF have managed again to trap the, Veluppilai Prabaharan and LTTE far, far away from the civilians, again RGOSL, failed to give the necessary shooting orders in time to IPKF, Thus the RGOSL, failed, again to prevent the mayhem all that have been done by LTTE from there on and failed to protect the people, to which the accord was signed RGOSL, claimed.

9.    Though the prime aim should have been to eradicate the LTTE and its terrorist activities, Government of Sri Lanka, acted invariably constantly in series of contradicting manner, funding, providing arms and ammunition, at the same time the security forces had been engaged in war with the same group, keeping the state of commotion afloat, totally disrupted of day to day life people of unabated.

10.  as such in above 9. RGOSL, connived with LTTE,  exposed very able, dedicated, members of defense forces who were very capable of  segregating the civilians from terrorists and terrorism   to be targets of LTTE and to be killed by same LTTE; to name a few, General Dezil Kobbekaduwa, Wimalratne, Clarence Wiyewardene  and Brig. Wimalasundra.  Similarly political rivalry also connived with LTTE to get rid of one or the other and not only succeeded in devil dared political maneuvering but also in propagating a maneuvered suspicion among  gullible that the Tamil civilians, are against the State as well its leaders through LTTE. In one of those political killing, main informer to LTTE was a former cabinet of minister famous for highhandedness.

11.  As such, pursuing the above action said in 10 the both political parties using the name Government of Sri Lanka deliberately closed the pathways for natural integration between the two major ethnic communities.

12.  An action plan with a notion of Sinhala Buddhist Nation, was allowed to spread intentionally, hence the above said 10, and thus 11 took its own course to polarize the Sri Lankan society and pushing the Tamil civilians towards LTTE further and further.

13.   LTTE on its part, as grown in stature in indisputable terms locally and internationally, staked claim as sole representatives of Tamil people, and to be attractive to that impression conducted series attacks on border villages, monasteries and suicide bombarding in civilian predominant places, such as Railways, Bus-Stand etc. Even their own brethren were killed in spree.

14. The grown stature of LTTE, as above inducted themselves to carry out suicide bombarding of economically important places of RGOSL, such as Central Bank, etc.

15.  RGOSL by its own actions tabulated all above, concocted state of concede to carry out ostentatious cosmopolitan decorated Peace Talks for deception, with off tracking LTTE, and then entered into a ceasefire agreement (CFA) thus pushing the ordinary Tamil civilians towards LTTE and  made them to keep Himalayan Trust on LTTE for their unresolved issues

16.  Having constructed a full-fledged war, as an action plan, RGOSL using planes, artillery and mortar bombarded civilian targets on the pretext of LTTE targets, within its own territory.

17.  From above all, it is abundantly clear that GOSL wanted a situation mass of population going behind LTTE, and did achieve it, rather than attracting the people of the land towards its rulers RGOSL

18.  It is also abundantly clear that the above tabulated series of actions by the so called RGOSL were in line with, meticulously constructing a situation prolonging and culminating to be equivalent of 1971 and 1989, Machiavellians and Machiavellianism massacre, outside North and East of the country for the reasons described in above 12. 

RGOSL at numerous occasion have ignored the law enforcement and failed to nip in the bud the crimes, overlooked the opportunities of ending the conflict earlier than it intended for, in pursuing of above meticulously constructing a war compacted with civilians with a prime motive of teaching a lesson for Tamil people who have constantly voted in the political parties for parliament, other than political parties ruled country alternatively, whom now have formed a hybrid a government to redress the State Civics of all respect undergone more sufferings than enjoyment (only few elites than majority), by the actions of politicians very much lacking maturity of Statesmanship, that is necessary for governing the pluralistic Nation. With notions of Sinhala Buddhist Nation concept deeply rooted with no boundaries, militarization of civilian habitat to the maximum is part of that notion, are the other reasons for the construction of a full-fledged warring situation as well as for willfully protracting the conflict.  

All these leading to present scenario of Human Rights violations of both warring parties during the last ditch of a protracted war as sited by OISL, of the UNOHCHRC.

There are lot of fuss and brouhaha over the Human Rights violations of LTTE, by many Sinhala leaders; there were plenty on the part of LTTE nobody can deny about it, but who is at fault, it is again the RGOSL who should be responding into inquire to those as well, because it happened with in Sri Lankan territory by the LTTE. It is RGSOL who does not want an inquiry against LTTE, for the reasons above listed. That is the same reason for gunning down the surrendered LTTE leaders during last stages of war, - if an inquiry is instituted against LTTE, all above will be transpired that is the worry for RGOSL.

But what RGOSL shall realize is, such an inquiry into war crimes by LTTE to know the truth will boost the natural national integration over the enforced reconciliation.  

Action against financiers and other international operatives and agencies will be an integral part of the criminal investigation that the UN High Commissioner’s report has proposed through the recommended involvement of international personnel in the accountability process. People irrespective of ethnicity are pondering why law enforcement could not lay hand on Sivanesathurai Chandrakanthan alias Pilliyan, Vinayakamoorthy Murliatharan alias Karuna Amman, and Kumaran Pathmanathan alias KP all are of numerous crimes of openly known; is that because now they have become admirers of hidden notions of RGOSL or above listed reasons.

  There cannot be a strong foundation for reconciliation unless all the alleged war crimes, are properly inquired into and the perpetrators duly punished or show remorse properly, for the reason the affected people are citizens of Sri Lanka, particularly of those alleged to have been committed by certain sections of Security Forces.

 The considerable number of the directly affected of those crimes are still living and their relatives and friends are in deep grieve, shocked and traumatized since learning the inhumane ordeals they have undergone, and keeping it mind that the reconciliation heavily depends on the mindset of the so affected people, rather than from and of the people who enforced the above tabulated actions inappropriate for a responsible government that caused numerous pain, hardships and untold sufferings to the entire  population of the nation for 30 long years.

In this respect, buttering reconciliation offers born through the notions of the majoritarian rule have to be rejected by anyone who wish to live by own conviction for dignity and self-respect. The priority shall be to restitution of everything  prior to1977 era for the people North and East, no need to say I am talking about demilitarization to enhance the civilian life and the livelihood of those lived in there before 1977, ultra-modernized intelligence units that keep intact the central government security concerns (so that) shall replace the highly man-powered military installations that require numerous  maintenance facilities and vast land area. The Palaly Aerodrome should be opened back for International Air trafficking, and the KKS the cement factory should be remodeled for modern techniques and recommence its operation, and Jaffna should become a business hub area again. Past primitive thinking of if north  is developed, Sinhalaya would suffer be buried beneath for strong foundation of entire nation, the new chapter should be worth for the sacrifices made by our people during the onslaught  Indian Peace Keeping Force  the fourth largest army in the world and in the later worse years followed.

I still feel General. Denzil Kobbekaduwa’s battalion should have been allowed to finish the job swiftly, (that could have avoided exposing our native people to foreign force to be raped and tortured) then sign the accord with India, which would have been better slap than that of rifle butt slapping during the parade.

 As per the turn over events enlisted the 13^th Amendment have to be revisited in the lines of modern day thinking – State Governments that ensures no ethnic community enjoys impunity anywhere– all equal in all State Govt. should be the criteria, law enforcement shall improve by double pathway tracking, either central or state indicting, work hand in hand for always betterment of serving the people of the state. In the other areas overlapping responsibilities should be done away and the Prime Minister of Democratic Socialistic Republic shall be responsible for all the State Governments and should have Prime Minister of State for  each state, that comprises 10 – 12 council of ministers and the Central Government shall ensures funding, for the projects implemented by the State. 

Use the National Government in a broad sense, not to repeat what have been the past short sited nationalism that plunged the country to peril, and exposed to social evils as now and to further.

Reviving the Hangman’s Job and Hanging as Capital Punishment, In Sri Lanka

Raping, molesting and murdering of nothing knowing children and young has been on the increase, apart from against adolescents and adults, we have to bear in mind that so many are not reported for explicable reasons.

Young girls and more importantly just weaned up children, has become so vulnerable in the Triple Gem blessed country, true 5 to 7 of sporadic incidents have now become spate of unabated incidents and what does this reflect in a society that upholds the highest religious values through various valuable faiths of high dignity including Buddhism of the State.

Clearly does not reflect anything glittering but ill manifests the total inability of a human being that, (yes it is that) cannot withhold his urge for an altruistic behaviour, and the worst is, in that urging thrust he could not  identify to whom it could be done; isn’t I appear so plain indecent and vulgar when I write the truth, so does the individual who perform it and so does the society he represents, and hence it should be measured in a social scale, not as of isolated,  incidents of individual behaviour for the necessity of evicting the evil  either individually or from the society. Therefore the authorities have to view all these incidents of infiltration of animal behaviour overhauling the human being as social evil that emphasizes expediting eviction from the society.  

What converts a human into an indecent altruistic behaviour? What decent wording needed? – just plainly should be put as worst animal behaviour And thus converted the fairly decent society into an increasingly manifesting actions numbness to nudity, doesn’t matter how much low percentage, out of total population, it is very clear that incidences being reported more and more. Actions of low threshold for numbness to nudity or nudity itself shouldn’t be the culture and it cannot be tolerated either.

Lack of knowledge to differentiate between the human physiological and emotional requirement, and the animal behaviour, to a lesser extent, contribute to this social evil particularly the crimes by juvenile of 13 – 15 years old individually.

But the last ditch of war prolonging for at- least six years everything went berserk and at the end of war, and afterwards, in the hype of ostentatious euphoria for sustaining power, priorities of a Responsible Government graveled and tarred only, events of maelstrom set in motion to allow the social evils to penetrate the society, so called liberation from terrorism, itself “liberated” everything evil to the society.

Impunity enjoyed by the certain section of the society, carrying that section above the level of ordinary civil servants, even though these defense force members are paid well and looked after well, ahead of other civil servants – make them so powerful, a feel of nothing over them when the leave the barracks to their respective villages either permanently or temporarily – induce them to every aspect of crimes, Robbery, Murder and even Rape,  this is a fact no any reasonable inquiring police officer would dare to deny, and a public secret but that has not been realized as a strong factor for many social evils. They also boast proud of their acts that received accolades of battle field through impunity (which is otherwise crime) induces other youths commit the crime. Adding to all these the lawlessness for a decade, the devil is not alien, and evil is of our own past itself.

The Drugs users as well as addicts would contribute in greater extent to the sex desired crimes, animal behaviour overrides voluntary behaviour, numbness for nudity prevails and actions that are numbness for nudity emancipated, into the society and thus the menace of drugs as a whole RAPES the entire society, hence the prevailing drug menace has to be dealt seriously by deterrent punishment. The anarchy prevailed and presently the legal system at a pace of snail. People on ill mission of revenge are equally dangerous to the society, they would be for any type by any means of revenge that could satisfy only the seeker of vengeance, may be an opportunist as well, so as to seeking the opportunity to discharge an altruistic desire, or to commit a murder.
National Child Protection Authority complaints that there are 4000 pending cases of child abusing in the courts, thus children are exposed to  known child abusers as well by the protectors itself!

Delayed justice, prolonged hearings, and failure to gather witnesses, forensic materials, scientific evidences all amounts to abiding the escalation of the crimes further and further! 
Thus reviving the death penalty by hanging itself should induct and motivate the authorities to ultra-modernize the judicial procedures, speedy integrated intelligence gathering & analysis, meticulous search for truth within shortest time possible, handling of scientific samples etc.; these pre-requisites shall not deter the implementation of or revival of death penalty, in contrast it should carry the entire judicial procedures to new height of its own.     

Evils of the society that represents the altruistic behaviour within, have to be evicted earlier the best- that requires determined deterrent approach towards capital punishment, using ultra- modern techniques but reviving the way it was done is the best.

It is not the criminal who would be condemned to death that matters, whether this person could be a cause for social evil, by living further within the society and that should be the consideration- before hanging – President Maithripala Srisena’s decision to revive death penalty is a very welcoming one for Sri Lankan Society, in the present context.

Demonstrate determination to act fast first within available resources for a visible change and message to wrong intendeds immediately

“You cultivate what you sow”

Sri Lanka is a nation of multi religious, multi ethnic pluralistic society, I am saying this as a strong reminder to the ruling coalition government, in the present context of the entire country has fallen into and genuine, credible, effort that exposes truth by truth is the only way out of the mess of prolonged hegemony of one community and one theme related to same community.

In religious perspective Karma Yoga as it does, has been befallen on the birth itself, as such on the entire population of Sri Lanka, the same Karma Yoga takes it course so virulently post independently, the same philosophy also prescribes WISDOM CAN OVERPOWER KARMA YOGA, and that WISDOM PREVAILED and PREVAILS IN by TRUE BUDDHISM, but the greed for power politics singled out the majority hegemony, and it is the basic of what has been sowed.  Post independent politicians are somewhat compelled to continue that had been descended to them.

Why I am saying this now?

Prime Minister Modi’s last week outburst in a religious international conference in Bodhi Gaya is a reflection of what is transpiring in coming days and beneath, considering the fact  that he being an ardent and strong Hindu Ideologist, would not have allowed such subordination without any  purpose while Indians consider Buddha’s philosophy as an integral part of Hinduism!

Modi is awareness of the ground situation in regard to present context, all importantly of the past of Sri Lanka that the -“ONLY A THEME OF RITUALS OF SIMILARITY PREVAILED BUT THE REAL SUBSTANCE IGNORED IN THE STATE OF AFFAIRS  IN THAT QUEST FOR CONSERVING THE SAME through hegemony  - rather than the Gaudhama Buddha's real guidance to live,  that led  to the present scenario”, and that awareness has led the International Community take the present stance of giving Sri Lanka ample time to heel its harrowing wounds.    

International Community, that includes India were not just wasting time in only digging out the last ditch of war and to be fooled further, but an excavation of reasons for confronting parties to involve a hostile confrontation for three decades.  That is the language spoken now by Modi, USA, Britain and in fact whole of Middle East through Prince Zeid Ra’ad Al Hussein being the UN High Commissioner for Human Rights, and the UN itself they all want permanent peace in this beautiful island. The outcome of PRE-INDICTMENT INQUIRY is that The Govt. Sri Lanka shall understand that language for sustaining peace and work according to that. 

The American Stance has been very clearly pronounced publicly that they are for a CREDIBLE, GENUINE RELIABLE INTERNAL INQUIRY, WITH INTERNATIONAL EXPERTISE ON PINPOINTED INDICTMENTS ON LTTE AS WELL AS ON the behaviour of GOVT. of SRI LANKA its Armed Forces, and transforming  of Armed Forces Personals to realise that they are duty bound to protect all ethnic minorities and their livelihood resource as well SHOULD BE THE BASIC FOR RECONCILIATION. 

As such International Inquiry and substantiating indictments personally has been absolved to facilitate the reconciliation within Sri Lanka a fair decision I recon.   Will the Govt. of Sri Lanka respond with that level of inquiry that absolves the hegemonic orientation of Defense Forces, law implementations?  

International Inquiry will patch up the wounds of last ditch of war only, and thus is a Symptomatic treatment only, but what International Community has prescribed rather strongly is to heel the harrowing wounds permanently  through the basics arising from last ditch of war.

Just after the Meethottamulla Disaster, The Chief Minister of Western Province Isru Devapriya, idiotically ridiculed the idea of burning the refuse for generation of Electricity, he claimed in an interview that idea is only suitable for school children’s project work; poorly performing Chief Minister of Western Province could not streamline the garbage collection regularly within the Dehiwela Mount Lavinia Municipal limits as per the present set up. While I am typing this useful reminder, it is into 5^th week since the garbage truck last came to collect the trash other than the Kitchen Wastes, to Vanderwert Place Dehiwela. I don’t have a land area to burn or bury the trash collected! Own experience is as good as an example for many and for the objective.  

The manner, the workers, and the public officials involved in the collection of garbage put out by the residents of Colombo District and of the proposed metropolitan area are nostalgically unsatisfactory and there is no any hope and visible plans to improve the collection and disposal of garbage against the ever-increasing demands warranted by the so-called development strategies, that totally ignores the trash collection mounted by the every single move by those ignorant development strategies. Added pressure to the garbage put out by existing residential and necessary numerous supporting establishments of those residents such as shopping malls, eateries etc.

Western Province alone has produced 3500 Metric Tons garbage per day by last year, this is 58% of total whole Island Garbage or Trash accumulated, that is another 2535 Metric Tons (42%) of garbage produced in the Pradeshiya Sabbhas of other than Western Province.  Out of this total 6035 Metric Ton of garbage only about 15% is composted and another meagre 10% is recycled – leaving out a staggering 75% - 4526 Metric tons of waste to be sought a dumping space from Whole Island and Western Province alone would seek dumping space for 2525 Metric Tons – a massive 2525 x 1000 Kg day to day and it is ever increasing hour by hour and had boomeranged into the ignorant strategies to an unmanageable proposition.

Ignoring an issue does not mean that the issue had been settled!

Unless the policy of the authorities to put an halt on looking upon the garbage of any form as just an item for unwanted disposal alone and sensibly changes to foresee the garbage as a resourceful produce to the national economy it will keep on boomerang negatively on many facets of development plans, with direct impact on health and cleanliness for tourism industry. Authorities are putting out many strategies that are not really reaching the public mainly because, the experts and authorities are painstakingly ultra-slowly crawling on Garbage Destination Projects (GDP) such as Composting, Recycling, Reusing, and Regeneration of Energy, but the public is left with garbage many folds in their hand than that has been streamlined into the Garbage Destination Projects. Could an expertise in Garbage Management within an urban and metropolitan area depend on the public alone to predestine the garbage produced towards Garbage Destination Projects?  

Well if so the so-called expert is measuring the garbage in grams, not in Thousands of Metric Tons! Further, if that same expert heavily depends on many millions of public and families to define the destination of garbage produced, any layman need not guess where and how it would boomerang!   

Why the Public is opting to dump the Garbage various Public Places?

It is not they are uneducated or unaware of laws, it is simply they don’t have separate premises or space or a facility to handle their own garbage to incinerate or to burry, they have to hand over the garbage to the local bodies they are residing and that is the rational reason for assigning the local government bodies to collect the Garbage from the urban public. The Public cannot queue up at various collection points with various trash bags in their hands. As such any local bodies assigned collect the garbage and trash from the public has no any legal right to dictate the public to hand over the garbage after sorting out or into further sorting apart from kitchen waste and other trash.

Of course the general public can be expected to support the government’s definite and well defined plans, but solely depending on many millions of residents to resolve the garbage issues is blatant irresponsible inaction on the part of authorities.             

The lamenting of Lack of adequate transport and lack labor by concerned authorities stupidly contradicted by their actions itself; as per the demand by the Dehiwela Municipal Authorities the Garbage truck along with the laborers has to visit twice a particular residential area rather than completing the collection of any garbage in just one visit! Any layman would understand that this is a fraudulent activity, and it is an overlapping fraud when they close the subject of garbage-collection for the day or week just after collection one portion garbage (only compostable kitchen waste). Such an activity that has been prolonging for some time now also frames a false picture on the entire management of garbage produced or put out by the general public of Colombo District.   It is the duty the municipal employees to remove any garbage placed out the residence without refusing or arguing with the residents and demand money to remove various type of refuses, and it is the responsibility of the authorities to curb this type of hindrances for regular streamlined collection of garbage by avoiding the implementation of unsolicited practices through their employees.  It is just not possible for the entire millions population further sorting of trashes and hence It is not justifiable any means to arrest the individuals who opt to throw garbage bags into public places while garbage collection by authorities is continuing to miserably fail! The number arrests simply indices the failed effectiveness of the trash collection by the local government bodies!!

The Government has just banned the polythene shopping bags, lunch-sheets, and regiform lunch boxes, a welcoming move though much belated against the more than three-decade-old menace of environmental pollutants, can the Government authorities be sleeping over this achievement? -  The public and institutions are burdened with the huge amount of banned polythene bags that the government ignorantly overlooked for more than three decades – these banned items which are not easily degradable has to be removed from the public systematically and effectively as trash materials. Now the garbage collectors are lamenting over this ban and refusing to collect those bags even as trash!

The Policy towards Garbage Produced - Requires a Powerfull Separate Agency  

-The Government cannot punish the public for its failures, It cannot be overjoying over its banning whatsoever, and continue to ignore garbage collection issues unabatedly burden the Colombo public; this Good Governance Government is best advised to change the policy over garbage collection issues and establish mega storage facility, for garbage collection and employ labourers to sort out garbage destined to various emerging facilities of composting, recycling, reuse and for generation of Electricity, without heavily depending on millions of public to complete.  Each province shall have two or three storage capacity with separate laborers to sort out, and the Western Province requires such facility very urgently.

All local government bodies including Provincial Government should be freed from collection and handling of Garbage, it should be brought under a Central Government Environmental Ministry and or an appropriate Central Environmental Impact Prevention Authority for Whole Island, enacting necessary laws through this Unity Government. Local Government involvement should be only optional with the authorization of the Central Environmental Authority.  

Just ill-planned composting of kitchen waste alone will never clean the country! If you are not ready to buy a broom to clean your house you will live the house of dirt and its consequences!
