Part Two

It is very imperative to continue constructively analyzing, what led to the bureaucratic lapse - that led to the ignoring the reliable information that could have led to the avert the massacre on a Christian holy-day. There are clear growing signs of repeating the miserable ignoring than of improving the governing with State Responsibility.  It has been observed as an attitude of those two political parties that have been involved in the forming the governments ever since independence as well. Immediately after the 3-decade old war against LTTE terrorism, A commission by the name of Lessons Learned and Reconciliation Commission (LLRC) was appointed to know the reasons for the confrontational nature of ethnic communities and seek the remedial pathway towards reconciliation. This LLR Commission as well pointed out the above said recurrence of negative impact as most important reason for polarizing the communities; as of ruling the majority community by focusing on the same communities’ votes alone which persecuted the minorities, i.e that political parties alternatively formed the government ignored minority interests, in pursuit for majority community’s vote alone; Political parties are still not prepared to accept this as a very salient factor towards mitigation of confrontational attitude of ethnic communities, the governments despite appointing the very meaningful LLR commission ,celebrated the war victory day year by year the with rapacious intent without realizing, that it construes all minorities are aliens and the majority are virtual owners of the land, apparently a rigid policy of government as well, as it never considered       

1. That they fought the war against their own people’s frustrated group

2. Such a pungent celebration could further frustrate affected and their young group

3. That defense forces have not fought the war against a foreign country, and all the above while

4. Preventing relatives commemorating the large number of  deaths of their loved ones either by confronting or by other means, i.e get caught within a battle, or LTTE itself killing many for “treacherous”    

  

April 21^st 2019 Sunday Easter unfortunate,massacre proves us, if the youth felt insecure and unharnessed where would they turn to.  Apart from the celebrations of war victory anti-Muslim mob mobilization as well contributed to the minorities insecure feeling. This fact can be inferred from the way Muslim population are cooperating with the security forces presently in the  operation against Islamic Fundamentalism. The point stressed  here is that mob mobilization against the minorities could have heaviest impact on the minorities than that legally by the security forces, if it is not overreacting on a particular operation. Successive governments (forming group) had used mob mobilization (arrogantly) watched by security forces) as a program against minorities since 1958 to 2018, a huge lapse of the successive governments  failed to realize  since independence. The over- zealous futuristic fear of Buddhist Monks and gullible majority  are easily mobilized for mopping up by groups or parties that intend to form the next government and is a continuing failure towards governing for amicability of  a pluralistic society. But in contrast during the latest anti-Muslim rioting May 13^th 2019 on wards bus loaded mobs were intoxicated with alcohol as well, pinpointing style of of a newer political party and its’ leaders cronies, that as well have been proved by arrests that have been made.

What is the difference between the mob mobilizers and with  those who hold  the ideology who claim that here is no any god than that of theirs?

Both are intoxicated,

both are ever ready to walk over the corpses of innocent life,

no matter the number how many,

no matter what magnitude they demolish, towards their destination

One culminates in non-existence paradise, leaving the real paradise pondering

Other one for that myriad greed of power burns the paradise countless

just to pose as sole extinguisher of troubles themselves only create.     

It is abundantly clear that the same mob-mobilizers didn’t like the manner the security forces swiftly broke the spine of Islamic Fundamentalists within the Island, because the mob mobilizers cannot pose  themselves martyr for the gullible mass for petty political gain.

Sri Lanka Government should rename the “Celebration of War Victory or War Heroes day of May 18^th 2009” as of Commemoration of Sacrifice by Martyr Against Terrorism since the inclusion of word war, though accredit heroics of soldiers, it also arouses ugly suspicions war against whom, against minorities. This change is very appropriate in the aftermath of April 21^st 2019 Sunday, and the swift follow up action by the Security Forces. There should be more minorities within the security cadres, properly directed and educated by current defense system of Sri Lanka itself.

         

The issue of communication failure that lead towards the serial bomb blasts aimed at disrespect or dismantle the religious believe of Catholics is as usual, clearly an outcome of political struggle between United National Party and the whole of Sri Lanka Freedom Party.  The hierarchy not realizing the importance of state’s systematic security alertness and that it cannot be compromised for a political rivalry gain. This is a huge negative fallout of Sri Lankan very short sighted political culture , in which political party is thicker than of State Affairs. Constitutions and Electoral system are enacted for the whims and fancies of the main political parties rather than for a State to Govern the pluralistic ethnic society.

Such political culture which had amply proved, that they are ever ready to  sacrifice human the life and property of innocent public as their oblation for  greediness to power, that cannot be done away overnight - but professionals, and educationist who are part of rest of the society, and are voters who elect these politicians shall demand for strong electoral system,  that ensures the President, Prime Minister and the Cabinet of Ministers emerge from one single political party and its permanent allies.

There has been a political anarchy since the coup of October 26^th 2018, to date even the though the coup has been physically or apparently reversed, and this is where foreign powers manipulative of International Terrorist Outfits  and the Terrorist Group itself found the loophole and the caliphate  to unleash the damage. Present Childish nature of rivalry in ruling,  and somewhat chronically since independence,  have plunged the nation to heavily depended of China, and this had brought in the close scrutiny of USA and India, for seeking opportunities for footing.    

The present precarious situation demands ruling of without further political anarchy, and the electoral system should be completely revamped to avoid the recurrence of such anarchy, which is the root cause of all lapses in recent years.

Following have to be undertaken

1. Presidential Election as well as the Parliamentary Election should be held on a same day to strengthen as well to optimize the security system for the entire country and will save time and expenditure.

2. Present electoral system 100% Proportional Representative System (PRS) or rather Percentage Representative System the way actually operates, has brought all the present day sins and troubles than any good for the nation.

The Parliamentary Election should be held under the current option in hand 70% First Pass the Post System (FPPS) and 30% PRS  and it should not be altered for whatever reason.

3. If the minor political parties are not readily accepting the 70:30 electoral system then the major patriotic political parties shall joint force to-gather to replace the present system by old 100% FPPS, which is the best for the voter the real elector, if these major parties are really patriotic.          

4. If 70% FPPS and 30% PRS is applied for next election  All the parties who have Representation within the current Parliament be ensured of at least a member as an initiating arrangement,* provided those parties would contest the election under same symbol or Party as for previous parliament,    and the 70;30 should not be altered whatsoever for above need, though Parliamentary seats can be increase by 15 to 20 seats. This increase should not be made an issue, 1. in order to fast-track the formulation of new electoral process, all acceptable, 2. and to prevent delaying the election for lack of proper electoral process.     

5. There should be a fresh delimitation by a Neutral Permanent Delimitation Committee void of any political party influences, within the next 3 months  and that delimitation  shall not entertain proposals to prune the number of minority members from current Parliament.

6. Numerous multi-member constituencies shall be established, where-ever all different ethnic communities concentrated with lesser chance for minorities to be elected  and the total FPPS elected shall not be less than 168 (168 FPPS  + 72 PPR = 240)., since last  100% FPPS in 1977 elected equally. Any Local Government need not have any multi-member constituencies, giving room for consensus among contenders.

7. Each candidate contesting the election shall be identifiable to the voter by his name, and symbol rather than just lonely by a group/party  new or old and confusing  numbers and  thus each FPPS constituency shall have unique ballot paper instead  of many electoral seats having same ballot paper for a particular electoral district a method prone for Ballot Rigging easily

8. For security purposes forming sudden groups for electoral purposes alone should be disallowed , an individual should be able to contest any election without affiliation to political party or forming group at any electoral seat she/ he prefers. Allowing groups enables infiltration of unwanted elements into the administrative system, without any scrutiny and the recognized political parties may use those groups as auxiliary forces for unfair advantages during polls and there off.  Unknown group leader always preoccupy advantageous  at the expense of others, especially when an lonely seat is won by that group, which is easily achievable, in the present electoral process, and all crooks understand this fact very well.         

9. *All the parties who have Representation within the current Parliament be ensured of at least a member as an initiating arrangement,* for this there should be a reliable negative merit system be established. Average votes polled for  one seat among 168 members elected is compared with the Mean Difference votes polled  by parties that have failed to win a single seat, far the difference between the two calculations becomes eligible to gain a representative. “Mean Difference votes” polled refers to the average of Highest number of votes and lowest number of votes polled by a particular political party. Total votes polled by parties also can be used, but it will be still a deadlock if two political parties poll same number of votes. Such a merit system can be applied for drafting of political parties into the 30% PPS rather than by percentage polled alone or both criteria can be applied to draft a political party for representation in Parliament or any other elected council. Need  not include all the parties attaining above critical 5% polled.

10.  All  elected Local Government bodies PCs and Parliament should have fixed number of members to be elected and The above (9) merit system easily eliminates the need of floating number of members - as the above merit system will draft-in the best performing political parties  with absolute justification.

11.  The 30% PPS should not be applied or calculated for electoral district to electoral district, but should be the National Formula for the whole Island polled for the Parliament Member composition. Likewise all local government bodies the 30% should be added to complete the council strength, based on various political parties’ performance merit from votes polled (9). When it done as in the present way attaining the 30% in disintegrated manner creates unnecessary problems, and rifts among the candidates as well as members, - 30% PRS is just part of the composition of strength of a council or Parliament just fill it by total performance by political parties.

12. When Presidential Election and Parliament Election is held on the same day each polling booth will issue two ballot papers for each voter, one to elect national president, and other to elect the Electorate Member of Parliament, after marking the voter ensured of insert the cast ballot into the relevant boxes.    

13. There should be only one law to the entire nation, and that law should be applied equal to everyone, there cannot be impunity for law breaking politician, clergy, security forces, cast and creed; worst crime of this nation’s independent history is that  security forces over-looking while mobs mop up properties live of minorities. 
14. Education to all up to year 13 should be made compulsory to all communities and strictly enforced.       

15. Based on above proposals FPPS system would be the spine of the all aspects of mixed electoral proposal , the PRS is an appendage to satisfy the minorities and minor-political parties, that completes the vividness of pluralistic representation in administrative councils and Parliament. May the Triple Gem Bless for Sanity prevail amongst our political leaders and hence on Sri Lanka.

I came across an article against the ban of Niqab or Burqua written by young Islamic Research student based in Sri Lanka, she claims that Sri Lankan government is trivializing the problem in hand by placing the ban on particular attire without any proper research. Actually ban has been imposed  on anybody who covers their face irrespective religion or gender, not particular to any attire.  

I quote some of her argument,

 “ A victory indeed for both anti-Muslims voices as well as to many within the Muslim community seeking audibly amputate themselves from a supposedly dated form of Islam - one that they claim has no bearing to inherent Muslim identity.  A view that that discards the notion that any religious or ethnic identity is fluid, influx, subject to constant evolution.”   quote end.

True, but any respectable ethnic community would like to preserve their cultural traditions ardently for centuries, and by the same perseverance retains or claims the Ethnic Identity, so as to Sinhalese, Tamil Hindus, Tamil Muslims, etc, and the attire reflects their ardent identity further.  Muslims in Sri Lanka has been wearing, Saarie, Salwarkamis, jeans and have been respectfully devoted to Islam, than now, until a few house maids arrived in Sri Lanka, attiring the Niqab, Burqua, or Hijab, whatever it is, either just copied or forcefully  by their pay master family, and when number of migrant workforce returning increased,  wearing of - Full Body Face Cover (FBFC) whatever the name it is, also increased; but majority (rather than many as claimed by author herself) of Sri Lankan Muslims still adhered to the conventional South East Asian dresses, than of in-fluxing Middle East style of dressing. If Adhering to or calling for conventional nation-style of attiring does mean amputation from supposedly dated form of Islam, then calling  for dressing  the FBFC dresses as well , becomes a notion of fundamentalism.

Those, Full Body Face Cover (FBFC) dresses are more suitable, for the Central Asian climatic condition, where sand dune deserts of high temperature, and markedly less air-moisture or very low humidity belt of area, that hurtfully stings the skin  of the body, and Prophet Mohamed has not missed the scientific reasoning of  Full Body Face Cover (FBFC) dresses, attracted  many to follow him by mentioning it in Holy Quran, irrespective of dictated by All mighty Allah or by revelations. 
The climatic zone that warrants the attiring of FBFC for both genders stretches from the west African Algerian desert and traverse through Middle East up to Indus river border of Afghanistan in the East, the same stretch Religion of Islam itself stretched originally.   But what Prophet Mohamed could not foresee at that time of his revelations (600 to 632)AD  was,  such FBFC dress code could induct Deficiency of Vitamins A and D within this population of covering whole body against the Sunlight exposure to the body,  this  and related fallout are indeed a Medical Concern, particularly for the deprived    within the above said region., either he could not foresee was his wordings would be used to bring back barbaric  activities after 1600 years.

Thus local Muslim need not copy or forcefully as of religious demand for the FBFC dress code, and have to be blessed to have born out of desert corridor of Central Asia, without sunburn concerns, get sufficient vitamins to your body as well as get rid of some carcinogens from the face and body by directly exposing to sunlight; the extend of constant exposure have to be decided by the each individual irrespective of ethnicity, religion and cast, but within demanded by the Law. If we try to follow the 600 AD document just as word to word as of religious demand, it is nothing sort of fundamentalism. I beg the apology, of Islamist, for calling the Highly Venerable Al-Quran as of 600 AD document, only ordinary documents are translated according to whims and fancies of individuals, that is the crux of the problem today.         

Supposedly Dated form of Islam and Other Sects of Islam

Initially, there was a mistrust of custodians of the Quran revelation and that it self sprang some sects in the early stages and stayed divided.

A human or god should have reasons for their action other wise they are insane, likewise Allah or Prophet Mohamed could not be insane to have produced a highly venerable chronicle of way to live without any reason.        

Thus Allah and Prophet Mohamed acted upon to harness the divided section of people at that period into one umbrella -(Sura1) period of uncivilized, tribalism within sects people, fighting to each other for dominance one against other using whatever the weapon thy could make kill one another, drank whatever sedated them, no control whatsoever. Therefore the Holy Quran was created, what should have been respected globally, has now become some scrutiny for insanity by influx of numerous misinterpretations and just physical direct translations according to whims and fancies of some individuals and attempting to live that translations by dying instead of living by the guide - by some lunatic organizations that are demolishing away the objectives of Allah and Prophet Mohamed, and have brought back the barbarism to live. These organizations are demolishing their    own than than of others. Such influx into Islam or rather into cross section of Islamist is the crux problem within Middle East as well as Globally today.  I wish all the Islamist willfully fulfill their Ramadan Fasting with ease and smoothness for next forty days  from today for All Mighty Allah to Bless them and Guide for prosperity.    

Coming back to the article of May 3^rd 2019 Weekend Express of Shaahima Raashid, Quote

“No eyewitness report nor CCTV footage showed that any of the suicide bombers from any of the coordinated attacks across the country were on the day wearing the Niqab/ burqua/ chador at the time inflicting the terror. The men were in fact dressed in men’s attire with faces completely exposed. It might serve to add here also that they weren’t dressed in traditional Muslim man garb either. How then did the face veiling Muslim women get pushed under the bus as most identified sign of radicalism”  Quote end

This is a very weak argument - At the time of inflicting the terror, - no robber declare himself robber just about to rob - easily would have been a strict order from the hierarchy to not blow up the identity before blowing up or completing the target. All women suicides in this particular incident occurred within their residing places or by accidental detonating, isn’t the above argument notions that black Burqua wearers doesn’t change the clothes - or seldom changes it even in home? Thus there can’t be any absurdity in the call by security forces to which the author had laid lot of praise for speedy action despite bureaucratic deterrents.  

If Prophet Mohamed had advocated for avoiding opposite gender attraction in Al-Quran as suggested by many interpreters and if those unattractive attires are Niqab/ burqua/ chador, these will not bulge out at insidious objects, whereas Saary , or Salwarkamis or Jeans are capable of clearing any suspicions of  same security nature arise, thus ban on those attires capable of hiding without any objects is not marginalization of Muslim women - but avoiding security compromise. 

IS terrorism is for improper translation and very un-propotionate thinking that couldn’t have been achieved even during Prophet Mohamed’s period.

First Of All My Heart Felt Condolences To All The Families, who had lost their loved family members during their Resurrection Prayers and Auspices Breakfast on the Day of Easter Sunday.

Sunday the (21^st April 2019) This day/date has become memorable day of moaning for the Christians of Sri Lanka, due to the absolute uncivilized mayhem on a firmly believed day of resurrection of Christ way of live, though subsequent Easter Sunday may fall on different dates.

The uncivilized  attack with sole objective of mass killing on a particular day of great believe and tradition of many people of every country  across the world, warrants a critical and constructive analysis, for its ugliest manifestation as well as for its origin - at least in Sri Lankan perspective that  restored it Ceylonese Serenity only a decade ago,  and has been cruising peacefully towards the total old Serendeep Island,  after 3 decades of cruel war until the barbarians were allowed to manifest their barbarism.

I am deeply shocked at the behaviour of the Parliament Members, particularly of the opposition, when the scheduled debate on the barbaric mayhem of Easter Sunday was started by the Hon. Prime Minister, I am shocked more than that for (October -November 2018)  Parliamentary sessions, because, the Easter Sunday mayhem had plunged the Nation into a precarious, critical juncture; even at this critical demanding time,  the main opposition led by former President, continued their behaviour of disturbing the parliamentary session, clearly doesn’t want the public to listen to the  Hon. Prime Minsters version of the episode,  - therefore it is quite obvious that  The common opposition has been fishing in the disturbed pond as usual and prevailed the  miss-communication, among the administrative and implementing the protocol  or chain of command.  That is the reason I have captioned this article as “The Lapses, Reminiscent of Coup October 26^th”  That is how I can interpret the, the failure of the Minister in charge of the Defense not swearing in the State Minister of Defense as Acting Minister of Defense, when the subject minister, the President left the country. This procedural lapse had taken place despite receiving the Indian intelligence report on 4^th April 2019 of an eminent attack by an Islamic Fundamentalist group. This is very dangerous lapse in the chain of command protocol that had lead to the failure of subsequent implementing agencies before the mayhem on Easter day. Even in normal situation - that is, even if there are no any intelligence report, or wrongly directed information of detrimental that procedure of swearing in an acting minister should have been followed.  

Does the Indian Government failed the Protocol? Why?

When Indian intelligence report,s were passed repeatedly to Sri Lanka, does India respected the Sovereignty of Sri Lanka government, while passing a message between two Sovereign Nations. It is a matter of (1-2 )hours,  if Indian Research and Analysis Wing (RAW) or rather Indian Government , had not considered Sri Lanka as part of one of among their many State Governments! A Sri Lankan Police Chief cannot take take command from Indian Command.  

Parliament Sessions for Hooting and Disturbing. 

Hooting and booing is not a Right of the Parliament Members!         

I carefully listened to Opposition leader’s address to the parliament, at last he had accepted, the role played by Brigadier Sarath Fonseka, during elimination of LTTE terrorism, under his leadership. But Hon. Opposition leader must understand that if there is no discipline within in any organization, what ever it is, it may be religious, security forces, political party   that is about to fail, that is how current opposition leader’s government was voted out of power. UNP parliamentary members started to shout when opposition leader, set on how he of demolished LTTE terrorism.

These Parliamentary are telecast lively, if a parliament member cannot listen to another parliament member for few minutes, and those parliamentarians who made into a custom of hoots and boos at every debate, has no any  difference mind wise, with of ideology holders who claim there is no any god than that of theirs. Parliament for debate and consensus, if they cannot listen to others they should leave the house., giving room to Particular Member give his opinion within Parliament clearly.   

I salute to the Police Force, and other Security Forces Personals, who speedily acted upon after the multiple holocaust, and brought the situation to manageable proposition. My deepest condolences to the family members, of those three polices officers in that process. All Members of Security Personals

And Police should be congratulated, for making the lapses at the top bureaucracy, as blessing in disguise, to apprehend  all root of barbarian within days!        

My deepest condolences to the families of Foreign visitors, who had visited the this country for its tranquility and hospitality culture of this nation and lost their loved ones undergone numerous difficulties by this mayhem of  Easter Sunday, I beg your pardon for our failure of the Hospitality Culture Nation.
