An Independent Nation Without Independent Rulers

When a so-called independent nation is ruled by “Un-Independent” rulers, the inhabitants of that nation never can become benefiters or enjoy the benefits of an independent nation, except a particular clan-the ruling clan.

Who has been designed to benefit the Independence? 

The rulers of this so-called independent nation never have been free thinkers for the nation, to build a nation of upright Sovereign State that is free of dependency on foreign countries even for its day-to-day affairs. A classic example for this state of affair is heavily depending on foreign countries for constant nightly illumination which is essential for its dwellers. 

The rulers have been heavily influenced by satanic ideas right from the beginning, first by hegemonic policies for leather-hunting for voter base only from majority dwellers, ill-fatedly injecting the ill-conceived idea of that, this island belongs one religion and one language into the credulous gullible population. 

This preempted claim totally disregards and discards that this island nation, Sri Lanka has a history beyond 2600 years and which is an unchallengeable fact, but it is cunningly confined only within 2600 years, that is the secret of claiming this Island  belongs only to just  one religious and language group;  every nation has history of transformation, and this transformations emerges  through  History Based on Scientific Genetical Findings of   Civic Distribution and Ancient Migratory patterns beyond 3000 years, thus the  preempt contradicts the scientific and geographical principles for the birth of an island nation with its inhabitants through earth and sea mobility. Conveniently forgotten fact is that, this Serendib was part of the now extinct larger broad continent of Lemuria many thousand years ago.  Forgetting conveniently for the sustainment and ensure the only majority dwellers’ elects rule the country forever. 

When rulers of a nation confine themselves to fabricated shortened history, insinuate that as a state policy decade by decade for their constituency, though this brought about and defined a particular language speaking religious majority society, as per the acquisitive wishes of those ruled this nation alternatively, brought up an un-pluralistic nation where amicability and peace is lost, and that is dismally claimed as ardent society but only within themselves an ostentatious ardency.  All Political Parties ruled and ruling this island nation fiercely fight for this constituency of ostentatious ardency. Lord Buddha’s preaching for calm and peace put to rest, attitude of revenge against insinuated satanic idea prevails and when it comes to the issues of other minority inhabitants of the Island, if one ruler is zealous other one is overzealous to uphold that insinuated state policy of one language and religion of their own that inducts hate amongst the other inhabitants against ruling community. 

There cannot be any wrong in the lone idea of only majority dwellers’ elect rule the country, but those who field themselves to be elected through that system are infested and influenced by crooked ideas to enormously swell their personal wealth, which is overtaken the justly governing the nation. The heavy influence of stealthy wealth making have enforced them to be votes attractive unscrupulously, but portraying as saviour of one religion and one language. The same fiendish ideas have influenced these rulers to the extent of enacting electoral processes that ensures their acquisitiveness, lessening the chances of losing in an election, outriding the voters' collective thinking for a change.   

True Buddha Dharma has been over ridden and disrespected by surreptitious satanic idea influencing on so-called defenders of it as for a policy demand. All the post-independence violence whatever the degree direct onslaught, insurgency or terrorism are outcome of this hegemonism by the rulers either directly or indirectly, and allowing Easter Day bombardment as well cannot be excluded from this fact.     

The post independent elected rulers or rather whole elected governing body have been heavily influenced by stealthy ideas has been pushing the general public to suffer continuously- the very worst is stealthy ideas influencing and deciding the policy planning and implementation. If one implement a plan for upliftment other one scraps it off disregarding the enormous amount of public funds and  time in years   spent on it, all just for pick-pocketing the implementers or lenders as avenues to swell the personal wealth. As for this type of horrendous political game rulers do not want to interact with intellectuals (which is hallmark for democratic process of changing rulers of a government) that  would stand up over the rulers' head before implementation and scrapping over a implemented plan for political reason, and saving public funds. 

Again, the classic example for this is suspending and mounting it to total ban on Solar Power Generation of Electricity by general public within Sri Lanka. The rulers spend colossal amount of public funds to attend the International Conferences and Forums to uphold the prioritizing the Green Natural Resources for Energy Power Generation and Minimizing the fossil generated power, sign documents to that effect, but come back to Sri Lanka implement the highest commission (for all involved) generating power generation totally depending on imported fossil burning and commissioning   the commission generation. Participation in the forums against for the proclamation against Global Warming becomes just a Jolly Safari on public funds as proclamation document dumped to dustbin. 

The Dollar commission addiction is deafening and blinding all involved in Electricity Power generation, from properly utilizing the abundant resources Island Sri Lanka possess to produce environmentally friendly recyclable energy resources for electrical power generation such as Windmill, Solar energy and Hydrodynamics of ocean and rivers.  The commission addiction blinds them to see the benefits from the Green Recyclable Energy Resources for generation of power against fossil burning for Electrical Power generation.

It should be the Policy and responsibility of the Rulers via electrical power producers and suppliers to balance, and it is not one or the other, the Windmill, Solar energy and Hydrodynamics power generation and fossil burning Power generation to ensure constant, uninterrupted power supply to general public; rather than voter attraction drama of shedding crocodile tears over potential electrical power interruption or of acting as messiahs against electrical power cuts.  

 

 

Another resource Sri Lankan Energy generation unadopted miss- calculatedly is, burning the daily collected waste directly for electrical power generation despite numerous recommendations. 

Here comes the ruler’s plight, as the rulers advocated 100% composting, after the separation of recyclable waste as the Solid Waste Management of daily collected quite a sometime now, wanted to dispose the compost produced over the last ten years or so, and imagined that is a popular demand and totally banned the importation of inorganic fertilizer’s and all went wrong miserably, while rest of the world unravelling the myth about composts produced from urban collected daily waste, against composts of originating from ruminants and poultry excreta, in which the latter only adopted and proven traditionally for soil enrichment.

Though international organizations advocate and somewhat impose on developing countries composting of Municipal Solid Waste (MSW) for plant nutrition, but within their individual countries’ own backyard MSW composts are used only for landfills not directly as plant nutrients. The same developed rich nations with the objectives of reducing the environmentally detrimental fossil burning and for successful Solid Waste Management and to ensure clean cities have successfully developed environmentally friendly safe burning of tons of MSW for generation of electricity via steam power generated. Though this Waste thermal Energy (WtE) electrical generation have been preferred only by rich North American European countries at its inception, free thinking leaders of Asian Pacific region countries are quick to adopt this procedure to save enormous amount of foreign exchange spent for importing fossil-based products lonely for electrical generation. China, Japan, Vietnam, Indonesia, Laos, Cambodia etc. account for 1200 (WtE) electrical plants and as well contribute to manage 30% to 40% the MSW daily collected. That is how Asia Pacific region (WtE) electrical plants outnumbers the American and European similar plants just nearing 800, according to the statistics of 2015.   

China used to import MSW to generate electricity mainly from Indonesian ports, but then decided upon to manage its own garbage than that of others’ through totally banning importation MSW, Indonesia had to find a solution for enormously stagnated MSW in its ports and within months they established at least one (WtE) electrical plant for all major cities. Our neighbour Indian City of Bengaluru have established 05 (WtE) electrical plants to manage the high demand of electricity and to keep the city clean, and more importantly become independent of dependency on imported fossil base products just to burn. Bengaluru Authorities understood that even though (WtE) electrical plants are expensive to establish and maintain, it is well and truly covered by Foreign Exchange saved in colossal amounts that is spent daily on Fossil Based plants. At the same time Sri Lankan Electricity Board (CEB) shamelessly has become (in)dependent to burrow daily required Diesel to burn on credit, for how long CEB is going to depend on barrowing Indian Diesel, is clueless.  An independent nation cannot go on barrowing from individual countries and become dependent of various countries to manage its daily affairs.       \

The Myth about MSW based compost

The hierarchy on Environmental Pollution Control shall revisit the policy of adopting composting alone for the MSW management after separating reusable and recyclable items in the backdrop of the myth that has been revealed on MSW originating compost. 

It has proven that MSW compost can serve as a carrier of potentially toxic elements such as Lead (Pb) and Cadmium (Cd), organic pollutants, carcinogens  and Determinant of Antibiotic Resistance to the environment and along the food chain. This is because MSW composting involve difference in contents collected from different institutions and households, and though various methods of composting are laid, all procedures crucially lack commonly agreed standard to regulate the content wise composting as well as contents of the output product by different bodies of public and commercial enterprises.

Thus, Central Environmental Authority shall revisit its policy of Solid Waste Management all alone through reduce, reuse and recycle, since such system alone never can withstand the pressure of daily enormously increasing garbage output by ever growing population and urbanization. Reduction of garbage collected shall include allowing safe incineration (WtE) for electricity generation, which has the benefit of less demand for refill land, ash is collected for recovery of minerals and for other uses in which Chinese (WtE) plants are doubly expertise.

Every week and month there has been long queues for essential commodities of one the other, each family member is pushed into queues for different items, not a single member of a family cannot involve or turn towards earnings of monthly or daily, a situation worser than a lockdown against Covid 19 spread. The worst part of this miserable scenario is staying in a queue never ensures the commodity yearned for while waiting painstakingly very long hours is bought for a price, all ends up in price less precious time is lost without allowing the public to seek alternative for the scarcity cited item. These all happens amidst pandemic a new variant of Omicron Covid 19 is rapidly spreading in South East Asia, all through drastically wrongful notion of any vaccinated population is free of contracting a new variant infection. Thus, all politicians stop giving false hope to the public, as “the commodity they are yearning for is released to the market today” and propelling the public to the queues.  This political rhetoric lies “the commodity they are yearning for is released to the market today” is the only reason forming long queues long hours in expectation, rather than the actual scarcity of essential commodity, because the people know item will not be available at any cost, as it has happened to the milk powder, they knew it will not be available at any cost and they don’t form a queue, it is so simple as it is. This doesn’t any way mean liquid milk or milk powder is not an essential commodity, both are essential items for the healthy life of the public in general. In contrary the uneducated morons at the helm are trying to prove that the milk and milk powders are luxurious item by allowing the scarcity for so long.             

The same people who once prioritized excavate port building for hectic ship transport and business, are now hilariously asking the ships oil tankers to anchor at the sea until they find enough Dollars to dock and unload the tons of fuel and cooking gas critically needed by the country, compound the crisis further as both items are just not essential items just for consumption but backbone of the economy to sustain even in critically challenging times.  

The baffling part and bizarre is that the readiness of this government to pay the delay charges for the tankers and ships anchoring within Sri Lankan waters, the charges not in Sri Lankan Rupees, but in US Dollars 18000/= per day and the ships are allowed to stay adjacent two to three weeks, and not days despite claiming that acute shortage for US Dollars.

Why the government has not tried to curb the anchoring the tankers/ships within Sri Lankan waters for prolonged period, and wasting cash in foreign exchange as surcharge despite you all claim tightly strapped of foreign exchange. Additionally, these huge vessels carrying many thousand tons of very dangerous fuel and cooking gas, along with other essential commodities anchored in the sea until those ships are docked for unloading, if any accident occur the Sri Lankan government will be forced to pay whole value for the entire Tank/ship load even without those commodities landing within port itself. Any layman can calculate the heavily compounded risk and bizarre of this and suspect foul-play in prolonging delay the docking of the ship for unloading.

We all can understand the reason for all these is rapidly draining down Foreign Exchange or Dollars in the Central Bank reserves, but whose fault it has been – all of who formed the government alternatively since independence in 1948. Central Bank of Sri Lanka does not have a Forensic Probe facility, all the politicians do know very well of this and dispute and disrupt the Central Bank activities to unchallengeable magnitude, especially during and after the war. This is situation still prevails despite, the commission inquired into the Central Bank Bond Scam emphasized establishing a Forensic Probe Facility and recommended inquiring into bond issuance of 2008 to 2015, and the reply hit back to square one there is “no Forensic Probe facility’!!  

This is a fundamental reason for gradual depletion of Forex from reserves, what made the compounded rapid unavailability of Forex as both should have been considered as different entities in managing foreign exchange properly. Rapidly depleting Forex reserve set in the panic of past misdeeds and panic handling brought about the rapid unavailability of Forex!

What are the misadventure handlings brought about the rapid unavailability of Forex!

1.     Enforced change of foreign currency into Sri Lankan Rupees, according to the rule all incoming foreign currency should be converted to Sri Lanka Rupees within the same month effective from 2021October 23^rd. As soon as this rule came to effect more than 50% of the foreign remittances have been diverted to off shore banking, another 25% stopped remitting to any Sri Lankan bank from foreign countries, within 45 days of this new rule precious 500 billion Dollars have been lost to Sri Lanka, the rule is still intact will continue to drain.  

This is not a panic-stricken idea, but a henchmen idea for collection of commission for each dollar converted to Sri Lankan Rupees from private exchangers. The banking sectors have categorically refused to issue the dollars needed for importing of essential commodities, since the banks could not accumulate the Dollars due to this rule of Enforced Change.  

Most of the foreign currency remitters – skilled foreign employees do convert their part of the foreign currency without any instructions or demand to meet their immediate family members’ need, now what has happened is, everything said by this government not trusted by anyone, and demand to convert has pushed them totally to reject, change their foreign currency off shore to Sri Lankan rupees send it to beneficiaries, thus Sri Lanka lost another colossal accumulated amount of foreign currency.

Therefore, immediate change of entire foreign currency rule should be withdrawn, attractiveness and trust should be restored for foreign currency remitters and all foreign currency incoming should be considered as Reserve Foreign Currency after spontaneous convert which always happen, and do not try to balance the Money Printed through changed money, it will rapidly weaken the Sri Lankan Rupees. Reserve Foreign Currency will not allow rupee to fall down if not rapidly as of now.

 

2.     The moron advisers to President/ or the president himself as he claimed in his address to Nation, pushed the Central Bank to peg the dollars, tried to defend artificially the indefensible, and allowed further 4 billion dollars public money is to be drained off. Lately realized the suicidal blunder and restored dollar to float, better late than never decision welcomed.

3.     Though the welcoming decision to allow Dollar value to float of late, the above 1 and 2 have coupled drastically during this peg period to drag down the rupees with rapidity.

  

4.     Lost state revenue of by Rs. 600 billion (rupees) per year when implemented the, tax cuts which were never demanded by already rich beneficiaries, perhaps as a bribe to those Business Magnets and silence who were responsible for the change of government in 2015, and to silence them towards the selfish “mismanagement” foreseen. You all are trying to balance this annual colossal loss Rs. 600 billion through enforced conversion of hard-earned foreign currency of skilled workers who work under very appalling conditions in foreign countries leaving their loved ones inshore who are not covered by Employees Trust Fund or Employees Provident Funds as well for their older age support unlike the inland workers. You have made the tax cut rich beneficiaries to ride on the back of Skilled foreign employees who has already done many sacrifices as for earning their dearly foreign currency, who has no any other benefit for older age living. Thus 1. Above and 4 are very idiotic actions compounded the present situation have to be revoked to increase the revenues and reserves.           

5.     By trying to fix the Dollar artificially to low level as explained in 2., allowed the informal banking short-circuiting Sri Lanka, and further drained of 2.5 billion USD (US Dollars)- formal banking have to be attractive concessionally for remitters investors for cash and foreign currency to flow for a state.

6.     The Most drastic and somewhat hilarious is Central Bank increasing the foreign currency deposit from10% to 25% from Banking sector, after closing all the avenues for collection and accumulation of foreign currency.  Reference 1, 2 and 5 above, though 2 have been revived now, the damage had been already done via breaking the trust of the banking sector for foreign remittances. This action also contributed to mistrust, and when flow had reduced, you are trying to balance it by just increasing deposit without researching into the reasons for reduced flow.

7.     Appointed selfish, arrogant, incompetent and corrupt political henchman and stooges to the highest positions in State Agencies with unwarranted highest renumeration, only to create pandemonium among the public and helping them to use the crisis as an opportunity for black marketing essential commodities including Gas and fuels.

8.     In order to accommodate 7, and to pay all the excessive political appointees in almost all the state sectors involved in unqualified printing of money and created the further depreciation of rupees against the Dollar. Every foreign currency penny incoming only  qualify the money printing as per appreciation of the currency type.

9.     Sri Lanka is desperately dependent on hospitality business, and the frequently allowed scarcity of cooking gas has heavily burdened the industry, especially the small-scale ventures, and has been further aggravated slowly closing down. Wildlife Reserves and adjacent surrounding areas are heavily involved in hospitality ventures have started to use firewood in big way for the frequent lack of electricity, fuel, and cooking gas, this will disturb the biological balance of the wildlife and forest reserves as well. Further burden will be added as urban hospitality industry as well resorting to firewood burning

10.  Though you have foreseen the crisis, instead of trying to avert the looming crisis through No. 7 above inciting the public, to be provocative and manufacture and claim a National Security Issue. The 1000CC motorbike rally organized from Katpitty to Anuradhapura a week ago amidst the heavy fuel crisis is part of this nostalgic strategy, of provoking the public, but thankfully police have acted very wisely unlike April 2021 Easter Sunday calamity.

 The Proposals for the New Electoral that have been Long Overdue for the Sri Lankan Public 

1.     The New Electoral Process should be Based on 2004 Parliament Select Committee Headed by Hon. Dinesh Gunawardene on Electoral Process.

2.     70% should be absolutely on First Past the Post System, (FPPS) that enables the voter to clearly identify the candidate through the ballot paper itself rather than by just numbers. The voter clearly identifying the candidate is an important part of the universal franchise, in which the voter clearly, sum up the candidate’s suitability as a persona to represent the voter to an Electorate for an elected governing body. This should never be considered as preference voting, instead the voter her/himself  given a broad opportunity to elect a correct person as the voter marks the ballot paper just by one mark only. Since there is never a practice of one vote for a party and second marking for a candidate of another party, an elective candidate should not hide behind the numbers, the hallmark of franchise system, and appropriate way to abolish the Preference Voting where marking up to 3 are allowed. If the candidature is honest and bold there is no need for candidates to hide behind the numbers.

3.     The above described absolute FPPS allows an individual to field his candidature on his own without relying on a political party or a group, and seek a membership in a local council / parliament to serve her/his own electorate people, in which likes of Dahanayakes, Mudiyanse Thennakoones, Navaratnams, Sunthralinghams and some Islamic members  emerged as elected and had done yeoman service got their opportunities through the system to serve their own people in the era before 1977. This is another characteristic of the Universal Franchise, in which people of an electorate electing their own individual woman/man had been deprived of by the present and I understand in the proposed system as well. This must be corrected in the proposed new sew system, order to appropriately fulfill the election promise of long due, avoid further covering ups by the name of change.  The inability of an individual being field herself/himself as candidate for councils have paved way forming of undesired groups and sprouting of numerous short-sighted political parties. 70% FPPS never shall hinder Independence Groups fielding their candidate in an election.

4.     The Balance 30% of members of Governing councils/ Parliament should be derived from vote casted for a political party through a candidate of that political party or an Independence Group, which makes the mixed electoral process simple and smart, easy to be understood by the voter, - most important factor in seeking public mandate. Political parties through its' candidates will hand over two applications one for individual candidate representing that political party in a particular electorate and list of names that will represent the party in the council or in the Parliament for the balance 30%, and such 30% list should be properly advertised enabling the voter to categorically decide on a political party or on the individual the party fielded as a candidate or on an Independence Candidate.  

5.     The characteristics of a franchise system should not be compromised for/by politically orientating  bad/criminal activities, by political masquerading    at all cost, or for the cost of Electoral Franchise.

6.     Such a system of 30% members deriving allow the political parties and independence groups to elect most demanding women representation and professional experts to municipal councils and Parliament. It also can be effectively used for justifiably elect members from minorities of an area or of an electoral district.

7.      This kind of Mixed Electoral System (MES) becomes best effective when total number of members of a local government body is considered as basic unit and for Provincial Council and Parliament Election, number of members carried by an Electoral District becomes basic unit. Though for Provincial council and Parliament total number of members can be considered as basic unit, it is not recommended as it will deprive or limit the appropriate representation of different ethnic groups. E.g. if Jaffna Municipal Council carries 40 members, 28 members will be elected through wards wise FPPS and 12 will be derived through Proportional Representation System (PRS).  In a Parliament election If Jaffna Electoral District carries 10 members 7 electorates will elect seven members through FPPS, the balance 3 will be allocated to political parties mustering over 7.5% of the total valid votes cast of the electoral district/local council for gaining representation. All electoral Districts having less than 7 members for parliament should be duly adjusted to appropriate 70%:30% Mixed Representation or the percentage itself may be slightly shifted.

 8.    Merit for Qualification.

 There was a proposal to have a floating number of members to Parliament, Provincial councils, and local councils to accommodate all those contesters attaining stipulated percentage of total valid votes.  This shouldn’t be the case; all elected governing bodies must have fixed numbers to be elected and there should be a merit system to accommodate the best polled only to attain the fixed number of members that has been already stipulated among  qualified- all those who attained more than 7.5% of the total valid votes for the electoral district or for the Local government; this 7.5% can be further  reduced to if this merit system is introduced for the benefit of  minor political  parties and Independence Groups.

A Merit Value of MES qualification (Q) for membership system can be easily derived by calculating the distance of deviation from average polled to attain membership, against the Total Valid votes polled amongst all who attained 7.5%. E.g.   

In a Parliament Election if Colombo Electoral District carries 20 members, total valid votes polled is divided by 20 to arrive at average votes needed to attain the one member.  If it is the value of 35000 (X) and If a qualified Party A has polled 8000it needed 27000 (Ad), more votes to qualify. If another Party B has polled 8950 B party requires 26050 (Bd)more votes to qualify which is 950 votes less than Party A required.  Therefore, obviously Party B will have to qualify than Party A.

 This is presented here as a formula to obtain a Merit Value of MES qualification by finding the percentage distance against the Total Valid votes Cast(Z) for the Electoral District.

Likewise, a merit list can be prepared for queuing up qualified political parties and least Q value parties are disqualified one by one to accommodate the best polled parties in the 30% allocation seats. Such merit list can be used to arrive at stipulated number of winners for all elected governing bodies.

 

 

9.      A situation will arise where an Independent candidate in an electorate polls substantial amount of vote, but fails to win in the FPPS, but still mustered very much more than 7.5% electoral district cut out point. Therefore, the Merit Value of MES qualification (Q) of every losing candidates should be calculated and another list prepared that differs from Political Party Merit list referred in 8 above. If that candidate is above in the merit of any political party, She/he be considered duly for membership.
