Why the Government and the Local Council Bodies miserably fails in Garbage collection and disposal? Does a Political Devil arising from the Heaps of Garbage?

Just after the Meethottamulla Disaster, The Chief Minister of Western Province Isru Devapriya, idiotically ridiculed the idea of burning the refuse for generation of Electricity, he claimed in an interview that idea is only suitable for school children’s project work; poorly performing Chief Minister of Western Province could not streamline the garbage collection regularly within the Dehiwela Mount Lavinia Municipal limits as per the present set up. While I am typing this useful reminder, it is into 5^th week since the garbage truck last came to collect the trash other than the Kitchen Wastes, to Vanderwert Place Dehiwela. I don’t have a land area to burn or bury the trash collected! Own experience is as good as an example for many and for the objective.  

The manner, the workers, and the public officials involved in the collection of garbage put out by the residents of Colombo District and of the proposed metropolitan area are nostalgically unsatisfactory and there is no any hope and visible plans to improve the collection and disposal of garbage against the ever-increasing demands warranted by the so-called development strategies, that totally ignores the trash collection mounted by the every single move by those ignorant development strategies. Added pressure to the garbage put out by existing residential and necessary numerous supporting establishments of those residents such as shopping malls, eateries etc.

Western Province alone has produced 3500 Metric Tons garbage per day by last year, this is 58% of total whole Island Garbage or Trash accumulated, that is another 2535 Metric Tons (42%) of garbage produced in the Pradeshiya Sabbhas of other than Western Province.  Out of this total 6035 Metric Ton of garbage only about 15% is composted and another meagre 10% is recycled – leaving out a staggering 75% - 4526 Metric tons of waste to be sought a dumping space from Whole Island and Western Province alone would seek dumping space for 2525 Metric Tons – a massive 2525 x 1000 Kg day to day and it is ever increasing hour by hour and had boomeranged into the ignorant strategies to an unmanageable proposition.

Ignoring an issue does not mean that the issue had been settled!

Unless the policy of the authorities to put an halt on looking upon the garbage of any form as just an item for unwanted disposal alone and sensibly changes to foresee the garbage as a resourceful produce to the national economy it will keep on boomerang negatively on many facets of development plans, with direct impact on health and cleanliness for tourism industry. Authorities are putting out many strategies that are not really reaching the public mainly because, the experts and authorities are painstakingly ultra-slowly crawling on Garbage Destination Projects (GDP) such as Composting, Recycling, Reusing, and Regeneration of Energy, but the public is left with garbage many folds in their hand than that has been streamlined into the Garbage Destination Projects. Could an expertise in Garbage Management within an urban and metropolitan area depend on the public alone to predestine the garbage produced towards Garbage Destination Projects?  

Well if so the so-called expert is measuring the garbage in grams, not in Thousands of Metric Tons! Further, if that same expert heavily depends on many millions of public and families to define the destination of garbage produced, any layman need not guess where and how it would boomerang!   

Why the Public is opting to dump the Garbage various Public Places?

It is not they are uneducated or unaware of laws, it is simply they don’t have separate premises or space or a facility to handle their own garbage to incinerate or to burry, they have to hand over the garbage to the local bodies they are residing and that is the rational reason for assigning the local government bodies to collect the Garbage from the urban public. The Public cannot queue up at various collection points with various trash bags in their hands. As such any local bodies assigned collect the garbage and trash from the public has no any legal right to dictate the public to hand over the garbage after sorting out or into further sorting apart from kitchen waste and other trash.

Of course the general public can be expected to support the government’s definite and well defined plans, but solely depending on many millions of residents to resolve the garbage issues is blatant irresponsible inaction on the part of authorities.             

The lamenting of Lack of adequate transport and lack labor by concerned authorities stupidly contradicted by their actions itself; as per the demand by the Dehiwela Municipal Authorities the Garbage truck along with the laborers has to visit twice a particular residential area rather than completing the collection of any garbage in just one visit! Any layman would understand that this is a fraudulent activity, and it is an overlapping fraud when they close the subject of garbage-collection for the day or week just after collection one portion garbage (only compostable kitchen waste). Such an activity that has been prolonging for some time now also frames a false picture on the entire management of garbage produced or put out by the general public of Colombo District.   It is the duty the municipal employees to remove any garbage placed out the residence without refusing or arguing with the residents and demand money to remove various type of refuses, and it is the responsibility of the authorities to curb this type of hindrances for regular streamlined collection of garbage by avoiding the implementation of unsolicited practices through their employees.  It is just not possible for the entire millions population further sorting of trashes and hence It is not justifiable any means to arrest the individuals who opt to throw garbage bags into public places while garbage collection by authorities is continuing to miserably fail! The number arrests simply indices the failed effectiveness of the trash collection by the local government bodies!!

The Government has just banned the polythene shopping bags, lunch-sheets, and regiform lunch boxes, a welcoming move though much belated against the more than three-decade-old menace of environmental pollutants, can the Government authorities be sleeping over this achievement? -  The public and institutions are burdened with the huge amount of banned polythene bags that the government ignorantly overlooked for more than three decades – these banned items which are not easily degradable has to be removed from the public systematically and effectively as trash materials. Now the garbage collectors are lamenting over this ban and refusing to collect those bags even as trash!

The Policy towards Garbage Produced - Requires a Powerfull Separate Agency  

-The Government cannot punish the public for its failures, It cannot be overjoying over its banning whatsoever, and continue to ignore garbage collection issues unabatedly burden the Colombo public; this Good Governance Government is best advised to change the policy over garbage collection issues and establish mega storage facility, for garbage collection and employ labourers to sort out garbage destined to various emerging facilities of composting, recycling, reuse and for generation of Electricity, without heavily depending on millions of public to complete.  Each province shall have two or three storage capacity with separate laborers to sort out, and the Western Province requires such facility very urgently.

All local government bodies including Provincial Government should be freed from collection and handling of Garbage, it should be brought under a Central Government Environmental Ministry and or an appropriate Central Environmental Impact Prevention Authority for Whole Island, enacting necessary laws through this Unity Government. Local Government involvement should be only optional with the authorization of the Central Environmental Authority.  

Just ill-planned composting of kitchen waste alone will never clean the country! If you are not ready to buy a broom to clean your house you will live the house of dirt and its consequences!

The massive Fraudulent Activities, Bribery & Corruption and High-handed actions for personal gains cannot be left unchecked in a developing nation because it is a hindrance for the visionary developments  and it is quite an unfortunate disintegrating pattern in the most of the developing nations that so called "development" activities are programmed in such a manner to facilitate plunder that could be cascaded into various level of implementation, rather than for the actual public need and requirement  by the State.      
These are somewhat "high-handed" actions over the National Planning (non existence in Sri Lanka) that posses serious threat to the nations' self reliance ambitions, hence sovereignty   and for the entire democratic system by way of plunderers desperate for continue in the ruling power.  Further these crimes against the nation are overlooked for political manipulation for alternative political gains again for grab of power, opposition will shout louder and louder against the ruling party's fraud and corruption as long as they are in opposition, and when the same opposition grab power forget about their slogans used for power grabbing, to facilitate the more vigorous plundering  just ignore those crimes as part and partial of the political system of the rulers enjoying alternatively no matter how many years in between alternation.  All the democratic developing nations have been clearly manifesting such cruel weakness in dealing with these crimes against the innocent inhabitants of the nation by their own system itself, of so called Democracy. This does not by any way means that autocratically ruled developing nations are better placed regarding these fraudulent corrupt activities, but in contrast the rulers resort or show inclination towards autocracy in order to carry out the fraudulent deeds in excessively massive way safely and the entire burden of economic balancing, loaded on the people of the country irrespective ethnicity. 

In a democratic nation this shouldn’t be the case, where there is dispensing of independent jurisdiction and judicial, but unfortunately it is not so in any so called developing democratic nations, no need to say about Sri Lanka, where there was a rule of autocracy for eight years just after three decades of war, and it is very unfortunate that massive corruption and fraudulent deeds of former government is been qualified as a siphoned stipend for a job accomplished, before the General Election for the Parliament on August 17th 2015, but the island inhabitant voters quite categorically rejected this most unscrupulous treacherous syndrome. Daily News 27th August produced  hallmark of  an editorial - Replacing the Anachronism in this respect and pointed out why prevailing system has to be replaced  at the best possible earliest.   

Even though the implemented 19^th amendment to the constitution that warrants the establishment of the independent commissions, it cannot ensure a strong and definite actions against those crimes against the nation for political sensitivity and ethnic shyness, but for some eye washing inquiries and arrests in snail’s pace, mostly in petty bribery crimes of police, Grama Sevaka and school principals most probably as ostentatious for voter attraction than for prioritizing of preventing, plundering of state wealth and resources; Editorial also agreed on this matter, and blasted the need of first hand complaints by the Bribery Commission for an action as part of methodological anarchy.

Therefore there should be an efficient system in place that ensures  definite, spontaneous action against all those crimes committed, as well as perpetration of such crimes, against the Nation, without even a formal complaint.    Inaction against the fraudulent corrupt activities within a developing Nation is a permanent curse and the formation of a National Government shall give priority to address this Anarchism and impasse of judiciary  through a permanent absolutely Independent Judicatory Commission, that channels knowledge and manpower for speedy inquiries and trails, removing  unnecessary impasse in delivering justice and which is answerable only to Constitutional Council of the Parliament for inaction only, to resolve this issue. 

There won’t be a Chairperson for this commission but it will be led by the objective “Most Respectfully Let the Law take its own course of action irrespective of wealth and influence of any nature”.

Attractiveness of A Government Depends on Ensuring of Independent and Unbiased Judicial System Rather Than on An Executive Power. 

A permanent, broad based, powerful Independent Judicature Commission (IJC) shall be constituted consuming the Attorney General’s Office, Department of Customs, Judicial Service Commission, Bribery Commission and the Police Commission; this commission shall comprise as many as  04 Supreme Court Judges or equivalent judiciary along with Attorney General as members, and the latter will be the Secretary to the Commission and will be permanent as well; hence the entire Police Department particularly all the probing units, (Anti-Doping & Prevention of Drug Trafficking, Anti Financial Fraud and Corruption, CID,TID etc.) shall come under the purview of this commission. Each member of the IJC shall be appointed by the Constitutional Council of the Parliament, comprising of all ethnicity of Parliamentarians, 

One of the important function of the IJC to spontaneously syndicates with Election Commissioner, as soon as an election proclamation is made by the Election Commissioner; IJC and EC will make a proclamation to this effect as well as to effect the transitory takeover of Telecommunication Regulatory Commission and all the Print and Electronic Media owned and partnered by the Government to ensure a Free and Fair information dissemination towards the voter. IJC shall monitor the private media as well to the same effect and any institution breaching the code of conduct for free and fair election during an election shall also  inducted into the transitory takeover, until the proclamation of end of election. This ensures all existing election laws are prudently implemented with absolute authority and impartiality at all the elections. There will be fixed dates for each election unless otherwise Speaker of the Parliament or Head of State (can only) proclaim (impending) cessation of a term.  Instantaneous Indictment and Jurisdiction leading even to disqualification of candidates for electioneering misuse of State Office, converting State Property and Public Trust Funds into bribe with intentions of buying the votes, and those who involve in intimidation violence and pollution shall be the order of the day; hence equipped with enough manpower for the entire country including the small islands as well as with ultramodern technology as well.

All component units of IJC will keep their original integrity intact, and this setup ensures the respective heads appointed by the IJC,  independently achieve their respective objective without being part of any Political anarchy, political manipulations and individual political pressurization apart from inducting the all officials to execute their duties intelligently free of fear.

Another objective of the IJC to be dynamically involved in reconciliation, through implementation of the LLRC proposals for reconciliation, constitutionally guaranteed Human and minority rights, particularly their right to live in their legally own lands, preventing such rights being political issues, and by totally consuming the 13th Amendment of the 1978 constitution and implementing those provisions all equally and impartially to all provinces. The Provincial Police as well will come under the purview of IJC. Any Provincial Councils failing to implement, these provisions shall be put on notice and should be implemented through the Governor General.

A paramount factor we have to remember is that the whole Judiciary System is for the people irrespective of ethnicity. The security forces’ main objective should be ensuring each and every citizen of this land living peacefully and dignity with self -respect. Grabbing the lands owned by the poor citizen, nothing other than the land on the pretext of maintenance of the security forces is a crime against humanity and mankind. Such acts will not sow the seeds of reconciliation in those minds of population but permanent hate to the majority community. Need of the hour is Instantaneous Justice Conferring on minorities’ issues particularly of those longest affected for over 30 years of war, still protracting for political manipulates.

In addition ensuring, appropriate fundamental procedures are practiced in local and foreign collaborated deals and projects, ensuring media freedom and transparency in all issues as well come under the purview of IJC. Tracking down of accumulation of wealth in excess of income and Tax evaders to enforce the law are part of its responsibility.

All the Sports Bodies of governing each sports would submit a monthly report on all of their financial transactions to IJC, and IJC will also ensure these Sports Bodies are democratically elected as per International Standards free of ministerial or political interference through the Dept. of Sports Administration; all sub bodies should be banned from buying new members within 90 days of end of term for each Sports Body.

Proposed IJC also shall prevent State Leaders openly approaching Supreme Court for Clarifications just before elections avoiding embarrassment for the people of the country particularly - legal profession. Instantaneous Indictment, and Instantaneous Justice Conferring will be order of the day for IJC.

 Bankrupt Mahinda and his politicos eat humble pie trying to secretly enlist TNA to form Govt.- TNA tells them off !  A most disgraceful , deplorable and disdainful attempt had been made by Kurunegala district M.P. Mahinda Rajapakse the notorious most bankrupt politician in recent times, after discarding the people’s mandate to enlist the assistance of the TNA to form a government .  

Unfortunately for him this conspiratorial move was rejected in toto by the TNA, based on reports reaching Lanka e news.   The dejected and defeated group comprising Mahinda Rajapakse , Vasudeva Nanayakkara ,Dallas Alahaperuma, Wimal Weerawansa ,Tiran Alles and Dinesh Gunawardena in a desperate attempt like a drowning man clutching even at a straw had met with TNA parliamentarians Marvai Senathiraja, M.A. Sumenthiran , M. Saravanabavan and TNA leader R. Sampanthan and said , if they help them form a government, the politically bankrupt group led by Mahinda will in return grant administrative powers to the TNA that will be equivalent to a federal administration. The most contemptible and traitorous part of this overture is , this is absolutely running counter to the UPFA election manifesto .  It is no secret that Mahinda Rajapakse group of the UPFA during the general elections carried on a vicious campaign against the UNP , and were openly anti Tamil following racist policies .   

Hence , the sordid media coolies trying to conceal these latest most shameful moves and maneuvers of the Rajapakse brigands who would not only sell their souls but even the nation if those could only propel them to power is most reprehensible . The media that should reveal such treason , treacheries and perfidies in the best interests of the people and the country , instead descending to the lowliest level even worse than that of the latrine coolie is unpardonable and inexcusable. Even the ink in their pens would curse them for using the saliva instead to lick the evil powerful choosing the best places where their stench is worst.

Marvai Senadhiraja rejecting the request in toto had told directly and categorically to machiavellian Mahinda and his crooked group that , though it might be the habit and hobby of the Rajapakses to let down the Sinhala people and the country , the TNA does not belong to that ilk , and they will never stoop to that level –not for all the world ! The TNA will never betray the Tamils under any circumstance even in a dream , he had pinpointed.   

The TNA representatives had also made it abundantly clear to these unscrupulous bankrupt bunch of politicos led by notorious machiavellian Mahinda , the TNA conducted its politics in the north during elections without exerting any pressures or influence whatsoever on the politics in the south nor join in that , while Mahinda and his group were engaging in politics of racism instilling communal hatred among the Sinhalese against the Tamils. Therefore nothing can be more ridiculous, ludicrous and even traitorous than this present effort of the main political groups led by Mahinda to seek the TNA support to capture power at this juncture, the TNA representatives have pinpointed.  The Mahinda Rajapakse led group was thrown out of power on January 8 th on a people’s mandate , and it was a verdict given by all communities standing together. Hence , the TNA cannot take any decision that goes against that verdict , the TNA had pointed out clearly to ex president Mahinda Rajapakse.   

Mahinda and Dinesh Gunawardena were obviously enraged at these exposures even though those enlightened them on the true picture and opened the minds of these culprits , who having no answers to give had left the venue crestfallen , yet full of fury . Some who saw the sad spectacle of humiliated Mahinda and his group of culprits departing were of the view , they left as sadder but wiser men after all the conseling .

Mahinda, Gotta and Kumaran Pathmanathan “howla” versus Sri Lankan Tamil Diaspora

I have been in Jaffna for last 3 weeks– Jaffna is booming with unprecedented Sri Lankan Tamil Diaspora visitors – most of them seeing their relatives after 3 decades or so, some after a decade and some after few years – but all of them had few common easy feelings that carried them to land of birth this year around, that is free of any fear due to change of government and the attitude towards them regarding some unofficial restrictions by way of demands from the interested parties. Nothing hindrance is in existence now for their lavish spending and enjoying their long summer holidays with their children off European countries, sharing with local relatives. Just before January 08 2015, Mahinda and Gotabaya Rajapaksa, had been implementing a selective travel ban for Tamil Diaspora to North and East Sri Lanka.

One of my cousins arrived into his country of birth last week after 3 decades explained to me why he was able to make up the trip this time around, though he had opted to visit 3 times since 2012, but strolled the travel at the last minute, after completing the travel arrangements.   He told me some agents would contact them by various means as soon as he completes travel formalities, and order them to pay some money (As ransom for save return to country origin of travel) to a particular children orphanage in Kilinochchy, to which later inquiries revealed that KP or Kumaran Pathmanathan is in charge de affairs and where he is residing now since January 08 2015.

I wanted to counter check this statement, with another cousin who is well to do and every year visited Sri Lanka to ensure taking care of elderly mother and sibling, who also very closer to that above said “Some Agent” – surprisingly for me he affirmed that statement, and acknowledged paying such ransom fearing hold up in Sri Lanka – amounting to few hundred thousand on four visits, and he is thoroughly upset with this “friendly” agent in exile.   My neighbor at Suthumalai home who had come after 3 decades related similar experience of first described.   

It is well known fact that deposed President Mahinda Rajapaksa, despite disturbing “hahoo kalabola” during the dawn of 9^th January 2015, obtained the  safety guarantee for two persons from Ranil Wickeremasinghe, who was about to be sworn in as Prime Minister,   and later even from President Maithripala Sirisena, and that one of them is  KP. This proves Mahinda and Gotabaya Rajapaksa’s were in it, and part of this cruel Orphanage Pretext Ransom Racket. The man who plundered Tsunami money and won the 2005 election would do anything to stay in power, and that is what he has been demonstrating now a days all throughout his political carrier; what is he wolf cries as Ranil is going to do in election platforms, would be put into reality by Mahinda himself – if an opportunity is provided, that much is Mahinda is desperate for power.  TNA please wake up and it seems they have woken up considering their Election Manifesto!!

பிறப்புடன் கூடி வந்த மதுசார அடிமைத்தனம் அல்லது தாழ்வு மனப் பான்மையால் ஏற்பட்ட மதுசார அடிமையின் இரண்டிலுமே தம்மை சுற்றியுள்ள பிறர் தமது அளவுக்கு மிஞ்சிய குடியின் பின்னால நடவடிக்கைகளால் எவ்வளவு தூரம் பாதிக்கப் படுவார்கள் என்பதைப் பற்றி கிஞ்சிற்றேனும் சிந்திக்க மாட்டார்கள். ஆனால் தாழ்வு மனப் பான்மையால் ஏற்பட்ட மதுசார அடிமை ஒரு படி மேலே போய் தம்மை சுற்றியுள்ள பிறரை வெவ்வேறு விதம் விதமாக துன்புறுத்தி அதன் மூலம் தான் அவர் சந்தோஷம் அடைவார். இதற்கான பிரதான காரணம் மதுசார அடிமைத்தனமும் பிறப்புரிமையுடன் கூடியது, தாழ்வு மனப் பான்மையும் பிறப்புரிமையுடன் கூடியது. தாழ்வு மனப் பான்மையை நிவர்த்தி செய்ய ஒருவர் மது அருந்துகிறார், அதனால் வரும் போதையில் தான் பாதுகாப்பக இருப்பதாக உணர்கிறார். போதை ஏற ஏற நானே நானே மந்திரி என்ற நிலையில் தம்மை சுற்றியுள்ள பிறரை தன்னை ப்புறம் தள்ளியவர்கள் என்று ஒரு கற்பனையில் அவர்களை சொற்களாலும், தொடர் செயல் களாலும்,  துன்புறுத்தி மகிழ்வார். அனுபவப்பட்ட இரண்டு விதமான காரணிகளாலும் அடிமையானவர், ஒரு கூடராம் அல்லது இடத்தை ஒதுக்கி, அதில் அந்த நானே நானே மந்திரி மது அருந்தும் போதல்லாம்    ஆட்டிப் படைக்க சிலரை இருத்தி மட்டற்ற மகிழ்ச்சியுறுவார். இது வசதி படைத்த, நடுத்தர வர்க்க அடிமைகளுக்குப் பொருந்தும்.

நான்தான் ராஜா என்ற நிலையை மது போதை மூலம் எய்த ஒவ்வொரு நாளும் மதுவை அருந்துவதால், நாட் செல்ல செல்ல அந்நிலையை அடைய தேவைப் படும் மதுசாரத்தின் அளவு அதிகரித்துக் கொண்டே செல்லும். “சாரயப் போதைக்கு அடிமையானவர் வாழ்வின் சகல விடயங்களிலும் வழி நடாத்தப் படுவது சாரயத்தால், வஸ்த்து போதைக்கு அடிமையானவர் வாழ்வின் சகல விடயங்களிலும் வழி நடாத்தப் படுவது அந்த வஸ்த்துவினால் 

அப்படியானவர் எப்படி மற்றவர்களை வழி நடத்த முடியும்”

இன்னும் ஒருவர் எனக்கு பணிப்புரையை விடுத்தார். அவருக்கும் அதே மறுமொழி தான், போதை மதுசாரத்தால் எற்படுத்த பட்டாலும், வஸ்த்துக்களால் எற்படுத்த பட்டாலும் இரண்டுமே போதைதான், கெட்டது தான். இதிலே ஒன்றை விட ஒன்று மேலானது என்ற கருத்துக்கு இடமேயில்லை. எனக்கு தொலை பேசி அழைப்பு எடுத்த சகல நண்பர்களுக்கும் இப்படியான மிகத்தவறுதாலான கருத்து மேலோங்கியிருந்தது.

இந்த அடிமைகள் தாம் அடிமை பட்டுள்ள விடயத்தை ஒப்பேற்றுவதற்க்கு ஏதாவது காரணத்தை தமது குடும்பத்துள்ளேயே கண்டு பிடித்துக் கொண்டே இருப்பாரகள். இது மனச்சாட்சி உறுத்தலின் வெளிப்பாடு

These addicts will always find excusing reasons in order to execute addictive object, within their own family itself but Guilty conscious of it.

உதாரணமாக தனது பிள்ளை, ஓர் அளவு வித்தியாசமான அணுகு முறைய காண்பிக்கு மானால், அந்த பிள்ளையை ஒரு Dr. இடம் அழைத்துச் செல்லுவார், கரிசனை காட்டுவார், ஆனால் அந்தப் பிள்ளை குடும்பத்தாருடன் அப்படியான வித்தியாசமான அணுகு முறைய காண்பிக்க குடும்பத்தினுள் ஏதாவது காரணம் இருக்கிறதா என அறியவே முயற்ச்சிக்க மாட்டார்.

இதற்கு இரண்டு காரணங்கள்

1.        அப்படி அறிய முற்படுவதால் குடும்பத்தார் தன் மனச்சாட்சியை சுட்டிப் காட்டி விடுவர் என்ற பயம்.

2.       2. குடிப்பதற்கான அல்லது அதிகமாக்கிக் குடித்துக் கொள்ள காரணம் விரைவில் வலுவிழந்து விடும் என்ற அடி மனப் பயம்.

The first reason definitely an ego with the family members, that drive him to establish a safe place to drink, that in turn prevents from totally refraining from drinking habits. The main reason for above is many believe that that they are socially elevated on consumption of either Alcohol or Drugs. Practically low level of consumption of alcohol decides social status, though a teetotaler dwells by respect of never bargained.
