The Lapses + Coup October 26th 2018 + Indian attitude = Barbaric Brutality + Carnage on Innocents   

Part Two

It is very imperative to continue constructively analyzing, what led to the bureaucratic lapse - that led to the ignoring the reliable information that could have led to the avert the massacre on a Christian holy-day. There are clear growing signs of repeating the miserable ignoring than of improving the governing with State Responsibility.  It has been observed as an attitude of those two political parties that have been involved in the forming the governments ever since independence as well. Immediately after the 3-decade old war against LTTE terrorism, A commission by the name of Lessons Learned and Reconciliation Commission (LLRC) was appointed to know the reasons for the confrontational nature of ethnic communities and seek the remedial pathway towards reconciliation. This LLR Commission as well pointed out the above said recurrence of negative impact as most important reason for polarizing the communities; as of ruling the majority community by focusing on the same communities’ votes alone which persecuted the minorities, i.e that political parties alternatively formed the government ignored minority interests, in pursuit for majority community’s vote alone; Political parties are still not prepared to accept this as a very salient factor towards mitigation of confrontational attitude of ethnic communities, the governments despite appointing the very meaningful LLR commission ,celebrated the war victory day year by year the with rapacious intent without realizing, that it construes all minorities are aliens and the majority are virtual owners of the land, apparently a rigid policy of government as well, as it never considered       
1. That they fought the war against their own people’s frustrated group
2. Such a pungent celebration could further frustrate affected and their young group
3. That defense forces have not fought the war against a foreign country, and all the above while
4. Preventing relatives commemorating the large number of  deaths of their loved ones either by confronting or by other means, i.e get caught within a battle, or LTTE itself killing many for treacherous    
  
April 21st 2019 Sunday Easter unfortunate,massacre proves us, if the youth felt insecure and unharnessed where would they turn to.  Apart from the celebrations of war victory anti-Muslim mob mobilization as well contributed to the minorities insecure feeling. This fact can be inferred from the way Muslim population are cooperating with the security forces presently in the  operation against Islamic Fundamentalism. The point stressed  here is that mob mobilization against the minorities could have heaviest impact on the minorities than that legally by the security forces, if it is not overreacting on a particular operation. Successive governments (forming group) had used mob mobilization (arrogantly) watched by security forces) as a program against minorities since 1958 to 2018, a huge lapse of the successive governments  failed to realize  since independence. The over- zealous futuristic fear of Buddhist Monks and gullible majority  are easily mobilized for mopping up by groups or parties that intend to form the next government and is a continuing failure towards governing for amicability of  a pluralistic society. But in contrast during the latest anti-Muslim rioting May 13th 2019 on wards bus loaded mobs were intoxicated with alcohol as well, pinpointing style of of a newer political party and its leaders cronies, that as well have been proved by arrests that have been made.
What is the difference between the mob mobilizers and with  those who hold  the ideology who claim that here is no any god than that of theirs?

Both are intoxicated,
both are ever ready to walk over the corpses of innocent life,
no matter the number how many,
no matter what magnitude they demolish, towards their destination
One culminates in non-existence paradise, leaving the real paradise pondering
Other one for that myriad greed of power burns the paradise countless
just to pose as sole extinguisher of troubles themselves only create.     

It is abundantly clear that the same mob-mobilizers didn’t like the manner the security forces swiftly broke the spine of Islamic Fundamentalists within the Island, because the mob mobilizers cannot pose  themselves martyr for the gullible mass for petty political gain.
Sri Lanka Government should rename the Celebration of War Victory or War Heroes day of May 18th 2009” as of Commemoration of Sacrifice by Martyr Against Terrorism since the inclusion of word war, though accredit heroics of soldiers, it also arouses ugly suspicions war against whom, against minorities. This change is very appropriate in the aftermath of April 21st 2019 Sunday, and the swift follow up action by the Security Forces. There should be more minorities within the security cadres, properly directed and educated by current defense system of Sri Lanka itself.
         
The issue of communication failure that lead towards the serial bomb blasts aimed at disrespect or dismantle the religious believe of Catholics is as usual, clearly an outcome of political struggle between United National Party and the whole of Sri Lanka Freedom Party.  The hierarchy not realizing the importance of state’s systematic security alertness and that it cannot be compromised for a political rivalry gain. This is a huge negative fallout of Sri Lankan very short sighted political culture , in which political party is thicker than of State Affairs. Constitutions and Electoral system are enacted for the whims and fancies of the main political parties rather than for a State to Govern the pluralistic ethnic society.
Such political culture which had amply proved, that they are ever ready to  sacrifice human the life and property of innocent public as their oblation for  greediness to power, that cannot be done away overnight - but professionals, and educationist who are part of rest of the society, and are voters who elect these politicians shall demand for strong electoral system,  that ensures the President, Prime Minister and the Cabinet of Ministers emerge from one single political party and its permanent allies.
There has been a political anarchy since the coup of October 26th 2018, to date even the though the coup has been physically or apparently reversed, and this is where foreign powers manipulative of International Terrorist Outfits  and the Terrorist Group itself found the loophole and the caliphate  to unleash the damage. Present Childish nature of rivalry in ruling,  and somewhat chronically since independence,  have plunged the nation to heavily depended of China, and this had brought in the close scrutiny of USA and India, for seeking opportunities for footing.    
The present precarious situation demands ruling of without further political anarchy, and the electoral system should be completely revamped to avoid the recurrence of such anarchy, which is the root cause of all lapses in recent years.
Following have to be undertaken
1. Presidential Election as well as the Parliamentary Election should be held on a same day to strengthen as well to optimize the security system for the entire country and will save time and expenditure.
2. Present electoral system 100% Proportional Representative System (PRS) or rather Percentage Representative System the way actually operates, has brought all the present day sins and troubles than any good for the nation.
The Parliamentary Election should be held under the current option in hand 70% First Pass the Post System (FPPS) and 30% PRS  and it should not be altered for whatever reason.
3. If the minor political parties are not readily accepting the 70:30 electoral system then the major patriotic political parties shall joint force to-gather to replace the present system by old 100% FPPS, which is the best for the voter the real elector, if these major parties are really patriotic.          
4. If 70% FPPS and 30% PRS is applied for next election  All the parties who have Representation within the current Parliament be ensured of at least a member as an initiating arrangement,* provided those parties would contest the election under same symbol or Party as for previous parliament,    and the 70;30 should not be altered whatsoever for above need, though Parliamentary seats can be increase by 15 to 20 seats. This increase should not be made an issue, 1. in order to fast-track the formulation of new electoral process, all acceptable, 2. and to prevent delaying the election for lack of proper electoral process.     
5. There should be a fresh delimitation by a Neutral Permanent Delimitation Committee void of any political party influences, within the next 3 months  and that delimitation  shall not entertain proposals to prune the number of minority members from current Parliament.
6. Numerous multi-member constituencies shall be established, where-ever all different ethnic communities concentrated with lesser chance for minorities to be elected  and the total FPPS elected shall not be less than 168 (168 FPPS  + 72 PPR = 240)., since last  100% FPPS in 1977 elected equally. Any Local Government need not have any multi-member constituencies, giving room for consensus among contenders.
7. Each candidate contesting the election shall be identifiable to the voter by his name, and symbol rather than just lonely by a group/party  new or old and confusing  numbers and  thus each FPPS constituency shall have unique ballot paper instead  of many electoral seats having same ballot paper for a particular electoral district a method prone for Ballot Rigging easily
8. For security purposes forming sudden groups for electoral purposes alone should be disallowed , an individual should be able to contest any election without affiliation to political party or forming group at any electoral seat she/ he prefers. Allowing groups enables infiltration of unwanted elements into the administrative system, without any scrutiny and the recognized political parties may use those groups as auxiliary forces for unfair advantages during polls and there off.  Unknown group leader always preoccupy advantageous  at the expense of others, especially when an lonely seat is won by that group, which is easily achievable, in the present electoral process, and all crooks understand this fact very well.         
9. *All the parties who have Representation within the current Parliament be ensured of at least a member as an initiating arrangement,* for this there should be a reliable negative merit system be established. Average votes polled for  one seat among 168 members elected is compared with the Mean Difference votes polled  by parties that have failed to win a single seat, far the difference between the two calculations becomes eligible to gain a representative. Mean Difference votes” polled refers to the average of Highest number of votes and lowest number of votes polled by a particular political party. Total votes polled by parties also can be used, but it will be still a deadlock if two political parties poll same number of votes. Such a merit system can be applied for drafting of political parties into the 30% PPS rather than by percentage polled alone or both criteria can be applied to draft a political party for representation in Parliament or any other elected council. Need  not include all the parties attaining above critical 5% polled.
10.  All  elected Local Government bodies PCs and Parliament should have fixed number of members to be elected and The above (9) merit system easily eliminates the need of floating number of members - as the above merit system will draft-in the best performing political parties  with absolute justification.
11.  The 30% PPS should not be applied or calculated for electoral district to electoral district, but should be the National Formula for the whole Island polled for the Parliament Member composition. Likewise all local government bodies the 30% should be added to complete the council strength, based on various political parties performance merit from votes polled (9). When it done as in the present way attaining the 30% in disintegrated manner creates unnecessary problems, and rifts among the candidates as well as members, - 30% PRS is just part of the composition of strength of a council or Parliament just fill it by total performance by political parties.
12. When Presidential Election and Parliament Election is held on the same day each polling booth will issue two ballot papers for each voter, one to elect national president, and other to elect the Electorate Member of Parliament, after marking the voter ensured of insert the cast ballot into the relevant boxes.    
13. There should be only one law to the entire nation, and that law should be applied equal to everyone, there cannot be impunity for law breaking politician, clergy, security forces, cast and creed; worst crime of this nation’s independent history is that  security forces over-looking while mobs mop up properties live of minorities. 
14. Education to all up to year 13 should be made compulsory to all communities and strictly enforced.       
15. Based on above proposals FPPS system would be the spine of the all aspects of mixed electoral proposal , the PRS is an appendage to satisfy the minorities and minor-political parties, that completes the vividness of pluralistic representation in administrative councils and Parliament. May the Triple Gem Bless for Sanity prevail amongst our political leaders and hence on Sri Lanka.
