Political Anarchy in Democratic Developing Nations
The massive Fraudulent Activities, Bribery & Corruption and High-handed actions for personal gains cannot be left unchecked in a developing nation because it is a hindrance for the visionary developments and it is quite an unfortunate disintegrating pattern in the most of the developing nations that so called "development" activities are programmed in such a manner to facilitate plunder that could be cascaded into various level of implementation, rather than for the actual public need and requirement by the State.
These are somewhat "high-handed" actions over the National Planning (non existence in Sri Lanka) that posses serious threat to the nations' self reliance ambitions, hence sovereignty and for the entire democratic system by way of plunderers desperate for continue in the ruling power. Further these crimes against the nation are overlooked for political manipulation for alternative political gains again for grab of power, opposition will shout louder and louder against the ruling party's fraud and corruption as long as they are in opposition, and when the same opposition grab power forget about their slogans used for power grabbing, to facilitate the more vigorous plundering just ignore those crimes as part and partial of the political system of the rulers enjoying alternatively no matter how many years in between alternation. All the democratic developing nations have been clearly manifesting such cruel weakness in dealing with these crimes against the innocent inhabitants of the nation by their own system itself, of so called Democracy. This does not by any way means that autocratically ruled developing nations are better placed regarding these fraudulent corrupt activities, but in contrast the rulers resort or show inclination towards autocracy in order to carry out the fraudulent deeds in excessively massive way safely and the entire burden of economic balancing, loaded on the people of the country irrespective ethnicity.

In a democratic nation this shouldn’t be the case, where there is dispensing of independent jurisdiction and judicial, but unfortunately it is not so in any so called developing democratic nations, no need to say about Sri Lanka, where there was a rule of autocracy for eight years just after three decades of war, and it is very unfortunate that massive corruption and fraudulent deeds of former government is been qualified as a siphoned stipend for a job accomplished, before the General Election for the Parliament on August 17th 2015, but the island inhabitant voters quite categorically rejected this most unscrupulous treacherous syndrome. Daily News 27th August produced hallmark of an editorial - Replacing the Anachronism in this respect and pointed out why prevailing system has to be replaced at the best possible earliest.
Even though the implemented 19th amendment to the constitution that warrants the establishment of the independent commissions, it cannot ensure a strong and definite actions against those crimes against the nation for political sensitivity and ethnic shyness, but for some eye washing inquiries and arrests in snail’s pace, mostly in petty bribery crimes of police, Grama Sevaka and school principals most probably as ostentatious for voter attraction than for prioritizing of preventing, plundering of state wealth and resources; Editorial also agreed on this matter, and blasted the need of first hand complaints by the Bribery Commission for an action as part of methodological anarchy.
Therefore there should be an efficient system in place that ensures definite, spontaneous action against all those crimes committed, as well as perpetration of such crimes, against the Nation, without even a formal complaint. There won’t be a Chairperson for this commission but it will be led by the objective “Most Respectfully Let the Law take its own course of action irrespective of wealth and influence of any nature”.
Attractiveness of A Government Depends on Ensuring of Independent and Unbiased Judicial System Rather Than on An Executive Power.
A permanent, broad based, powerful Independent Judicature Commission (IJC) shall be constituted consuming the Attorney General’s Office, Department of Customs, Judicial Service Commission, Bribery Commission and the Police Commission; this commission shall comprise as many as 04 Supreme Court Judges or equivalent judiciary along with Attorney General as members, and the latter will be the Secretary to the Commission and will be permanent as well; hence the entire Police Department particularly all the probing units, (Anti-Doping & Prevention of Drug Trafficking, Anti Financial Fraud and Corruption, CID,TID etc.) shall come under the purview of this commission. Each member of the IJC shall be appointed by the Constitutional Council of the Parliament, comprising of all ethnicity of Parliamentarians,
One of the important function of the IJC to spontaneously syndicates with Election Commissioner, as soon as an election proclamation is made by the Election Commissioner; IJC and EC will make a proclamation to this effect as well as to effect the transitory takeover of Telecommunication Regulatory Commission and all the Print and Electronic Media owned and partnered by the Government to ensure a Free and Fair information dissemination towards the voter. IJC shall monitor the private media as well to the same effect and any institution breaching the code of conduct for free and fair election during an election shall also inducted into the transitory takeover, until the proclamation of end of election. This ensures all existing election laws are prudently implemented with absolute authority and impartiality at all the elections. There will be fixed dates for each election unless otherwise Speaker of the Parliament or Head of State (can only) proclaim (impending) cessation of a term. Instantaneous Indictment and Jurisdiction leading even to disqualification of candidates for electioneering misuse of State Office, converting State Property and Public Trust Funds into bribe with intentions of buying the votes, and those who involve in intimidation violence and pollution shall be the order of the day; hence equipped with enough manpower for the entire country including the small islands as well as with ultramodern technology as well.
All component units of IJC will keep their original integrity intact, and this setup ensures the respective heads appointed by the IJC, independently achieve their respective objective without being part of any Political anarchy, political manipulations and individual political pressurization apart from inducting the all officials to execute their duties intelligently free of fear.
Another objective of the IJC to be dynamically involved in reconciliation, through implementation of the LLRC proposals for reconciliation, constitutionally guaranteed Human and minority rights, particularly their right to live in their legally own lands, preventing such rights being political issues, and by totally consuming the 13th Amendment of the 1978 constitution and implementing those provisions all equally and impartially to all provinces. The Provincial Police as well will come under the purview of IJC. Any Provincial Councils failing to implement, these provisions shall be put on notice and should be implemented through the Governor General.
A paramount factor we have to remember is that the whole Judiciary System is for the people irrespective of ethnicity. The security forces’ main objective should be ensuring each and every citizen of this land living peacefully and dignity with self -respect. Grabbing the lands owned by the poor citizen, nothing other than the land on the pretext of maintenance of the security forces is a crime against humanity and mankind. Such acts will not sow the seeds of reconciliation in those minds of population but permanent hate to the majority community. Need of the hour is Instantaneous Justice Conferring on minorities’ issues particularly of those longest affected for over 30 years of war, still protracting for political manipulates.
In addition ensuring, appropriate fundamental procedures are practiced in local and foreign collaborated deals and projects, ensuring media freedom and transparency in all issues as well come under the purview of IJC. Tracking down of accumulation of wealth in excess of income and Tax evaders to enforce the law are part of its responsibility.
All the Sports Bodies of governing each sports would submit a monthly report on all of their financial transactions to IJC, and IJC will also ensure these Sports Bodies are democratically elected as per International Standards free of ministerial or political interference through the Dept. of Sports Administration; all sub bodies should be banned from buying new members within 90 days of end of term for each Sports Body.
