The walk towards the Diamond Jubilee of Sri Lankan Independence

 Did I term the title correctly, did we walk towards or backwards the time, all exigencies of entire Sri Lankan population point-out that it has been a disastrous walk backward, still is the same way and the contingencies are such that dangerously poised for a longtime of blundering economy by the name of economic recovery.

The perspective of the heading is to point out the backwardness of the time travel of Sri Lanka, and it is quite simple that the forward march is indispensable, and whys and wherefores   

Finding a Solution for Language based Conflict  

All the successive governments shall bear the responsibility of a simple language problem to be grown-up as a conflict that protracted for 30 years – and walked the nation 30 + years backward – and still the spill-outs of that protracted war walking nation further backward; classic example is that the entire nation has run hysterically into the menace of doping and underworld gang proliferation. Those who constructed and concluded the mechanical warring in the North 13 years ago, still continuing  suppressing the Tamil’s cultural traditions and economic revival – the police and security forces occupying private lands, overtly overlooked or being part of – drug trafficking proliferation within the northern province – despite reporting it to parliament – the attitude continued and now the menace has engulfed the entire nation – school children and University Students the future generation are dangerously exposed to doping. Another unequivocal example for the political drama to suppress one section population will affect the entire population.

Though it can be welcomed that the present government has taken a positive step towards resolving the language-based conflict, but based on post-independent history the process is just only a speculative hope. The language conflict that began 74 years ago with the colonization scheme, towards marginalization of entire Tamil speaking minorities in the East but it had been the just a launch for different means marginalization throughout with single objective. Though Tamil politicians throughout the post independent period genuinely and foresightedly interacted with Sinhalese politicians to resolve the emanating worsening situation in years to come - unfortunately Sinhalese leaders who have been overwhelmed by euphoria of independence, never wanted give up the opportunity making the issue a political milage to date, portraying aggression towards minorities in order to portray themselves as nationalistic patriotic among the gullible mass of voters, never interacted genuinely towards resolving the issues and led to the protracted war.  Now they’re very reluctant to address the problems created by the war itself because rulers not ready to give up the domination by majoritarian rule.  Instead of involving in genuine dialogue to resolve issues – created and creating by inducting Sinhala nationalists to maintain volatile against minorities and now targeting historically important Saiva Temples and the lands attached to them, on various pretexts and it has become a challenge for the Saivist to protect them survive their cultural rituals. 

    It is here reminded to the ruling political leaders providing opportunity for uninterrupted access for food and education for the entire population equally is the responsibility of the government and that responsibility cannot be counted against – any civilians’ rightful demand for living free of fear and anxieties, - which Sri Lankan rulers miserably failed to provide to Tamil speaking population throughout post independent history of Sri Lanka. This has been amply explained in my blogger Regression to Bankruptcy by System Politicization of May 8th 2022. Whenever Tamils demanded and struggled for living free of fear and anxieties and respectfully, rulers never understood this fact and counted the rulers’ responsibilities as countering argument. Have the rulers understood this core of the issue prevailing now? 


 

When the struggle erupted in Sinhala predominant area with all ethnics participating on April 9th 2022, for fearing inability to feed their loved ones uninterruptedly and anxiety over scarcity of kitchen commodities – rulers are branding them as drug addicts and terrorists. When core of the issues is not understood resolving it as well fails and culminates in system failure. Struggle for survive the language and cultural entities of a race culminated in entire population struggling for essential commodities for daily living and for livelihood affecting poor of the majority community.

The Backwardness of Under Estimating a Language

On the 13th of December 2022, I watched a TV program telecasted by Vasantham TV a Tamil channel of Independent Television Network (ITN) of Sri Lanka, it is a name selected by Sri Lankan authorities to just only to portray that it is an independent organisation – never an independent entity of – no second to the National Telecasters Sri Lanka Rupavahini Corporation (SLRC) in reflecting the heavily politicalized views of the rulers. The program I watched quite accidently – though advertised – was inserted replacing originally scheduled popular program, was presented by majority community Singhalese who had just passed out from learning Tamil Language for official and professional purposes through an instructor by the name of Wickeramaratne.  Why this has to be telecasted through a popular Tamil channel – a reflection of an aggression mindset depicting that they have conquered the Tamils/Tamil language; while I congratulate those  innocent students for acquiring knowledge in conversing capacity of Tamil language – even though the presented program was good in the perspective of their mother tongue is not Tamil – it was with of flaws full pronunciations not fitting into a channel recognized as for Tamil Language speaking audience. Wickeramaratne could have benefitted more if this program had telecasted in a Sinhala medium channel.

This criticism as well is very fitting to all the majority community politicians who tries to speak in Tamil they know, in order to attract the Tamil voters through a comedic manner, a common mistake many politicians make internationally as well, they speak in a language foreign to them, but not ready to give due recognition to the same language in the governing system. The cheap stun-tic marketing mind-set of politicians is well understood by all Tamils whatever origin of this nation, that this uttering of Tamil words coming with the authority of aggression and hoodwinking mindset.  These witty non-Tamil politicians who make the singing the National Anthem in one of the Official Language Tamil as a big issue but comically want to address the Tamils in Tamil.


Singing of National Anthem in their own language, attracts those section of population into the governing system patriotically specially when there is accepted and recognized translation is readily available since the Independence of this Nation, which is an official language as well and banning the singing of National Anthem in a language that has been acclaimed globally as oldest language in use, is an absolute backwardness distancing the reconciliation within the volatile society– cannot be explained however, how such singing  will damage the reputation of Sinhalese, unless it is for domination mindset, with intention of marketing it to the gullible Sinhalese majority.

Before finding a political solution for Tamil grievances, the accepted and recognized Tamil version of the National Anthem should be allowed to be sung in official functions where ever needed, otherwise the any political solution becomes useless. Respectfully using the Tamil language which is an official language along with majority communities’ mother tongue Sinhala, within the entire governing system of the nation is important for the governing system and for meaningful reconciliation within volatilized community.     

Sinhala has been made Official Language very correctly, but Tamil the Globe’s oldest language including Sri Lanka where it most probably originated 5 thousand years ago – though of completely through a different geographical landscape has to struggle get its official status. This is because visionary lacking politicians targeting the voter base only – also imagine foolishly (or made the gullible so) that suppressing Tamil – will thrive the Sinhala language, but in contrary it has been proven historically and scientifically that is a myth of political goons for fooling the gullible mass. The scientific fact is higher the number of genuinely spoken language within a region – better for each language used.

When the governing system fails to recognize and to give due respect to all the official languages equally – it reflects within the entire society – friction begins – this is our post independent our history - Department of Official Language can play a pivotal role in bringing about natural reconciliation that paves way for rapid development of the nation should take the Centre stage as Department of Official Languages Implementation.  

It is very regrettable to note that many public name boards and sign boards reflects the mind-set of the designer of particular wrongful sign rather than depicting the directing the public it is intended for; these wrongful designs cannot be ignored as just mistakes of the designer or the authority who ordered the sign board – but as depict of collective attitude of the society that represented by the designers. (Deliberately ignored by power grabbers)

I will explain the above phenomenon with some examples below, as these so-called mistakes are found only with Tamil Language-not with Sinhala Language.  Here I am referring to sign boards that all-three languages are used in Government and semi-Government institutions and in the public transport system for the public to get access to public service easily. It has been noticed in many places Tamil letters does not carry the instruction that is supposed to carry – and rather misdirecting! There are some signs boards that carry part or partial of a Tamil alphabet that do not form a Tamil letter or word – which supposedly reflects that as of the Department of Education has barred the teaching Tamil Language. After all this is a country which the ruling system deliberately disturbed an International Academic Scientific Research Conference, for the reason the research subject was of Tamil Language – an outcome of politicization the right of Language use (1958 to 1974).     

 


 

The Tamil version above picture of an admission card for the convocation ceremony   depicts two former Prime Ministers being beleaguered in utter filth by the person or by the University itself or whoever prepared that admission card! It is very difficult to consider it as just mistake, for it has originated from one of the Sri Lankas high esteemed University of Moratuwa.

The above is the name board of Colombo North Teaching Hospital (Ragama) which is a   component of Medical Faculty of the Kelaniya University. It seems Kelaniya University badly require Tamil Language knowledge. Here the entire purpose of a name board for an important unit of public seeking health- aid is completely lost – especially for the public who does know only Tamil, and do not understand Sinhala or English. Ragama is a larger town, resided by of quite a considerable number of Muslims and Tamils who knew only Tamil spoken, and Ragama Teaching Hospital is teasing those people – not to come to that “hochpidal” according to that “English” written using Tamil letters!   

In the picture below According to the Tamil version CEB is selling fish instead of supplying electricity and there are partial alphabets that do not form a letter; in the next one below a government institution is providing prostitution service! -There is no such word as பெருனர் in Tamil, the correct one is பெறுனர் Before I wind up this prolonging list of illustrations here, which otherwise become a book running into many pages.  In the video clip above a bus plying between Kandy and Monaragala carries destination board in Tamil குண்டி instead of correct கண்டிKandy is a town that always attract large number of tourists, tourists of any origin easily understand the meaning of “குண்டி and hence will understand the sadism carried by the painter/designer of that name board as well as the political implications within Sri Lanka, irrespective of whatever picture Sri Lankan rulers tried to paint. 

Language is a mean of expressing the feelings of anyone, hence it is a very sensitive issue, especially when the language globally recognized oldest living language that still carries its virginity where it has most probably originated.  Are Sinhalese being Jealously of this fact and don’t want to hear about those research findings?    

 



 


Department of Official Language should have a key role in appropriate use of letters and words in preparing the sign boards without just leaving to the relevant peripheral units which creates un-uniformity and inappropriate sign boards. Department of Official Language shall open up an online Official Language Implementation Unit (SLOLIU) using all modern technology providing translation readily for any purpose except for books, required by any public service. For e.g.  If a public transport system requires translation for destination board, head of the unit contacts the SLOLIU and on the spot correct lexicon is provided within matter of seconds, like wise a Registrar of a University   can contact this for any doubt for letters to be used in cards; even private sector can use this facility for a fee.  Expenditure incurred in implementing SLOLIU shouldn’t be a constrain since ensuring all three-language usage very respectfully ensures understanding among the each other ethnic communities - the failure of which have kept afloat the friction against each other throughout the 74 years as result of failed strictness by the Department of Official Languages Implementation.

Panadura Base Hospital had a unique system (not sure whether still intact) to implement the all three-language policy; Hospital authorities formed an internal committee and a Tamil Doctor looked after the Tamil for all sign boards, within the Hospital. Likewise, all institution should be inducted to form internal committee for official languages policy.     

Department of Official Languages Implementation (Dept.OLI) shall notify all peripheral governing system in public service that all units shall interact with Dept.OLI whenever name/sign board designing is needed through SLOLIU and shall understand that conversing capacity of person in a language does not anyway confirm that person is capable of writing correctly of any language.    

Resolving the Ethnic Problem born out Language Ethnicity

The Indian prescribed model was seen as best at the hype of escalated a war at that time.  Ironically the people who opposed Indian involvement in political solution, are the same people who created and creating Sri Lankan ground situation volatility, are now perilously trying to expose the nation as battle field for India and China. All these points out to the necessity of expediently grating a viable political solution for Tamil speaking peoples’ problem so that nobody uses it for voter base.

Proper use of Mother tongues of all ethnic population and a common language that originates and enhances the scientific and professional knowledge are very important for faster development of a nation. Introduction of English from grade 1 and reintroduction of English as Language of medium in Law College is welcomed, Schools educating English from Grade 1 should be used as a tool for school level reconciliation.   

The rulers must understand that any language or the religion cannot be forced upon to any community not inborn to them neither by connivance nor by honey topped tongue, after all the 74 years of marginalization aggressively at all possible opportunities. The 74 years old habit for whatever connive objective along with politically hanging onto the power mongering for conveniently looting the nation – to push the 11.08 million people of this Nation to the poverty level, have to be diverted towards the genuine forward march towards prosperity of Nation Sri Lanka.

I have only one question pertaining to ethnic issues towards the rulers – do you all still wanted stay struck into thick mud of single language and one religion majoritarian rule singularity drag the country further backward or really come out of that drowning thick mud with the visionary light of recognizing the pluralistic society’s respectfulness to each other without fear, suspicious and anxiety to one another and become a pinnacle internationally?

If you stay in that mud it is continuing to waste your time and resources into the unabated squabbling - depicting improper governance and system failure of the rulers.

Therefore, finding a political Solution for conflict born out of Language based ethnicity is inevitable and should be expedited to recognize the pluralistic society’s respectfulness to each other without fear, suspicious and anxiety to one another and to be visionary of prospering Nation Sri Lanka, and that is way out of present wretched situation.

When Sinhala only Language policy was tabled in Parliament in 1958 Late Dr. Colvin R. de Silva reacted by saying “One Language two nations but Two Languages Single Nation” – prophesying the mediocracy of turmoil that has been rolled out for next 74 years. But in 1972 that prophesying was swallowed up into the mediocracy system of marketing to the Gullible and became the enactor of very controversial 1972 constitution that completely marginalized Tamils – rolling out the mediocracy.  

At the present context only, a Federal System would be the best solution for Sri Lanka to be viable and to fast tract the unreversible economic recovery. The 13th Amendment to the constitution never satisfied the aspirations of the minorities, its clauses are such that the mediocracy of the majoritarian rule to continue, with a stroke of a pen the majoritarian rule overhauls the entire purpose of devolution objectives. Therefore the 13+, the political leaders are coining now, should be formulated as Federal System – that covers all the aspirations of minority Tamil speaking population.


  

 In such a setup, council of North and East should be amalgamated and the powers for land, police law and order along with Judiciary should be bestowed to the elected Federal council.  Federal council shall have powers towards Agriculture, Irrigation, Electricity Generation, Export, any income generation projects and to receive foreign aids directly. The last one to receive foreign aids directly is very imperative in the context of the past, majoritarian rule have diverted the medical equipment and aid funds towards North and East – including tsunami relieve funds to the majority community and or to pickpocket – a habit of aggressive marginalization of 74 years.  

Do not fear the word Federal, but understand the coherent meaning it carries globally within it, fearing federalism even after eliminating the separatists who became deadliest by the protracted war is underestimating the soldiers and their capacity of bravery for any challenges. If anyone claims that demand of federalism as trying to achieve separation that couldn’t be achieved through the war, - it reflects that buildup of protracted war has been for ethno-cleansing, continuing the aggressive marginalization and politicians have not understood the coexisting system or pretending to be so to continue the deceiving the gullible mass their own voters.

Give us (North and East) the Federal System that

We will teach how Electricity Generation could be cheap for the entire Island

We teach how to utilize the foreign aids what it is meant for without siphoning and pocketing

We will prove how to manage a Governing System efficiently without wastage

We will prove that ruling personal does not need commission for foreign funded projects and be a Governing System that wins accolades for further foreign aids and projects

We will demonstrate you how an agriculture revolution could be done with minimum utilization of Chemicals and become completely green gradually,

We will teach how to improve dairying industry with cattle population available

We will prove how to manage the irrigation system with limited resources for all the people equally utilize resources, without thwarting it for political reasons

Recognize entire Tamil Speaking Population’s right to live peacefully and perform their rituals within a Federal State within Sri Lanka and led that entity prove the rest of Sri Lanka the efficiency and be effective part prospering Sri Lanka.

Proposed Electricity tariffs will further/disastrously damage the current economic status than it will be by the assumed 8 hour power cut next year.

When opposition pours and mounts criticism to the Bi Annual tariff increase proposals by the Minister for Power and Energy Kanchana twitted

"Participated in the discussion held this morning on Structural Reforms for Economic Recovery & Sustainable Growth under the leadership of President @RW_UNP with IMF, WB, ADB, JAICA, AIIB, Min of Finance & CBSL. Energy Sector reforms & cost reflective pricing was also discussed"

By this Tweet Kanchana is trying to justify his wrongful proposal of bi-annual tariffs increase as of cost effective.

If so what happened to the findings of the previous Parliamentary COPE committee, on the Director Board of the Ceylon Electricity Board?

When the said COPE found Board of Directors, Ceylon Electricity Board of numerous fraudulent activities, Parliament COPE was changed, and fraudulent activities of allowed to continue, the salient point is Current President, was the Prime Minster, when those financial misappropriations was reported by Parliamentary COPE committee.

Some of the Board of Director members CEB are drawing salaries of RS. One million and few others nearing that amount, and those colossal amount of salary drawers, paid their due tax realised upon the salary they received, paid amounting to Rs. 4.8 billion through the commuted fund of the CEB allocated for development and maintenance of the CEB. Apart from colossal amount of salary drawing and stealthy tax evasion, those blood sucking parasites of CEB further burdening the cost of Electricity Generation, by drawing misappropriated allowances amounting to Rs. 1,544.4 million in the year 2020 and Rs. 2,134.9 million in 2021;with those Bord of Directors and their indiscriminate stealth is still intact, how can the cost effective calculator would be justifiable? Does the Fraudulent CEB is so powerful, than the Minister, Parliament and Executive President, to bring about their indiscriminate tariffs increase against the general public?

Do the International aiding organizations such as IMF, WB, ADB, JAICA and AIIB, with which you are claiming to be discussed the tariff increase of CEB aware of those colossal financial misappropriations taking place within the same main National Electricity providers of the Nation?
  
Kanchana, should understand that, rapid enhanced effort to reduce the cost of electricity generation by all possible means is the best way of addressing the unprofitable electricity generation. It is pointed out here that bi-annual tariffs increase is totally against the basic economic growth principles since the electricity depending day to day essential industrial system will be heavily affected that paves for further spiraling cost of living. That is why national economic will be rendered unrepairable dilapidation than the assumed drought and 8 hours power cut next year. Frequent Tariffs increases to electricity is setting up coffins for National Economy.

Kanchana you are too young to realize that easiest options are never be best solution, and indicates too lazy for thinking nationally rational.
National Electricity Supply is not a single lonely entity, a back bone of national economic dimensions which cannot be managed by just frequent tariffs increases. Further you failed to consider the increasing individual customers naturally neutralizing tendency of cost management. First of all completely revamp the activities of Board Directors of the CEB enabling, recently increased electricity tariffs to be cost effective.

Predating and Lowering the Taxable margin will strangulate further, the low- & without steady income group, either directly or indirectly already suffering of ran-away inflation, which cannot be arrested by predating the Taxation, and lowering the tax margin; that will help only the tax-evaders in big way, thus Increase the taxable margin to 300,000, and impose rigid guidelines to implement the taxing efficiently. Considering the Nation’s economic status, the Foreign Investors shall also be contributors towards the recovery of national economy at-least until the recovery, cannot be allowed to enjoy absolute Tax Holiday, regardless of period margin. All foreign investors (FIS) should be brought under the minimal taxation criteria until the nation attain the recovering status, that is reassess -able annually and appropriately all FIS be assessed for honouring the National Policy for Foreign Investors, such as employing locals etc. regularly. All these should be done not with arrogance, like that is shown to the local population, but with concomitant consultation with all FIS brought under one very firm forum for equality of implementation for all Foreign Investors irrespective of their countries of origin.  

 
New Taxing proposals and IMF (International Monitory Fund)

President Ranil Wickremasinghe in a state-wise response two days ago, to above inevitable demand -under the heading of "The New Income Taxation"- stated that he wanted to set the margin of taxable income at Two hundred thousand Sri Lankan rupees, but IMF insisted it to be from One hundred Thousand.

Before I venture into prove that the above statement is an utter lie, I would like to raise a question - who is ruling, this Nation of Democratic Socialistic Republic of Sri Lanka, Is it Executive President and the Parliament or the IMF?

We don't need an executive president of a nation to dance to every aspect of IMF criteria to obtain a credit line, which is loan itself, since the IMF officials does not know exactly the suffering situation of the ordinary people within Sri Lanka; the president himself and other members representing people of Sri Lanka didn't have the courage to explain to the IMF officials, that the sky rocketed inflation since of February 2022-
( if not early as 2021) the one hundred thousand rupees value has recessed to the value Rs.50,000.00 (fifty thousand only) as against 2021 value, and to refuse such a monopolizing demand of IMF in particularly while the IMF itself  has revealed that the inflation rate in Sri Lanka is over100% if at all IMF had laid such a request. IMF never ventures into another nation's unknown internal economic territory, such as renumeration of local employment and to set a taxation margin of an Independent Sovereign State, whatever the status qua of that nation. Therefore, the Ranil Wickremasinghe's Statement is a blatant lie, to coverup the taxation and predating that are laid without considering the recession value of the currency due to sky rocketed inflation and how such a low taxation margin will affect further the population already under tremendous pressure, but with   arrogance of somewhat vengeance against suffering and struggling public.
Those who threaten the already suffering people by similar to sooth sayings, as such if otherwise dangerous situation will emanate - are fit to be only in the terrorizing category, not governing a nation of that carries Sovereignty lays with its own population.

With regard to Sri Lanka’s turmoil IMF has laid some guide lines or principles in order to recover from it totally, rather than as a precondition for temporary credit line aid, but you all as arrogant rulers have conveniently interpreted as of conditions, in order to sustain same old, 74-year habits towards disaster; you all are determined to detrimentally refrain implement those are towards collective reduction of Government Expenditures – which is as well become source of income for government coffers. Actually, we don’t need IMF to tell this, if you all are thinking patriotically, the ways and mean of Collective Action Plan towards Government Expenditures Reduction (CAPtGER) and saving colossal amount to the coffers would have emancipated from you all itself, all but which have been enlisted again and again in many media, including my Blogger on the 8th May 2022 Regression to Bankruptcy by System Politicization.

The CAPtGER should be a permanent feature of a responsible government and should be included in the forthcoming budget proposals, beginning from the cabinet itself, which should be strictly restricted to 30 members, including maximum of 10 state ministers, as efficiency of state affairs and institutions never depends number of people but definitely on individual performance and attitudes. Therefore, the cabinet itself should be exemplary of cascading and broadcasting the efficiency to all the State Institutions under its’ purview. When cabinet members show sings of inclination for illegal accumulation of wealth, it cascades down to the officials with rapidity and everything goes berserk out of control as far as accountability and administration are concerned.

CAPtGER cannot be a deterrent proposal because of it has been proposed by IMF, but many countries are practicing effectively and recommended by many professionals, which unfortunately is not the case from Sri Lankan politicians who are unabatedly seeking more and more privileges, despite majority of civilians undergoing awful  difficulties in providing the all three meals a day to all family members satisfactorily, it is horrendous to learn that either of the above two consumptions have to be sacrificed, for satisfying the youngers’ meals within a family.  Hence the main motive of new proposal to lower the taxable margin, to fivefold down only to sustain the huge privileges of ministers if not for further increasing enjoyments, increasingly pressurizing the government coffers to divert the funds, at the expense ordinary people. This is a huge violation of fundamental rights of the electors of the parliament members.   

Another matter of concern is inconsistent implementation import bans and restrictions  that has been laid said to be for searching funds for importation of essential commodities, which take place in favour of either the politician themselves or their cronies, reflecting again that the governing members have no any concern whatsoever towards the general public. Before arrogantly lower the taxable margin, the house has to be put in order that is what is demanded very justifiably.

While the rulers said to be in search of foreign exchange, importation of luxury cars and fancy items, gone on to spend as higher as fivefold foreign exchange than to importing essential food items which accounts for around 500 million dollars, within last eight months of period, according to a Central Bank report.  This is all at the background of exponent price soaring of essential food items even an earner of little more than Rs.100,000/= a month has to think twice, never in the range for majority. The chief of Department of Food as well complaints of about not receiving enough funds from, Central Bank to at least to maintain stock at the recommended level.

Why cannot the authorities pay attention to this utter waste as penalty for waiting in the ocean and manage so that to save that amount to be used to avert the medicinal scarcity prevailing – this is what I referred to as the attitude of the officials not prepared to respond to the deepened cash shortage – now sum up this scenario with overriding the import restrictions laid to save foreign exchange. When the top is in inconsistent practice, down and under as well goes carefree of approach.

We are dutifully bound to analyze the reasons behind, prolonging notorious habit of making the inward ships and oil tankers to wait weeks and months before unloading while delay penalty accumulates to a colossal amount, and following reasons can be setout

1.      The top and the down under processing the fiscal release are back-paid some percentage of the total penalty allowed to accumulate, this considering the fact that luxury car importation alone during the last 8 moths has been allowed a staggering 1700 million dollars, without any delay

2.      Fiscal management system is overstaffed, and that causes documents pertaining to cash release are pushed table to table either deliberately or unintentionally

3.      Even a digitalized system can delay the processing if it is overstaffed deliberately and those staff are not properly coordinated towards the objective saving foreign exchange.

Do the new tax payers drag into tax system for these kind of conceited utter waste by system delay?    

Disparaging as shortage of foreign exchange alone for essential commodities and fuel, but releasing funds nearly 400 million dollars easily for luxury cosmetics over the last eight months period, only indicates of that the authorities are scheming for taxation system covering broader income group.  The authorities imagined that the events that is unrolled deliberately would be vindicative enough of dragging the middle-income group of just over (Rs100,000.00) into taxation, but self-importantly failed to understand that such a system will tender the middle-income group into the poor group rapidly, and the economic cascade flow downwards to further below groups due to the high inflation rate prevailing. CAPtGER should include elimination of fraud and corruption as well which is mainly responsible for economic devastation unfolded. Through siphoning, money laundering and demanding commission from the projects and the project financers, the project outcome is rendered weak and unreliable, which is otherwise only become reliable for public benefit for long period. It is worth pointing out here, any incentives towards self-reliable income generation to public, an effective way of economic recovery overall, but if the government fail to supply fuel and electricity steadily, that project as well bound crash and further pressure on civilian life.    

Therefore, it is concluded that if Collective Action Plan towards Government Expenditures Reduction (CAPtGER) is very strictly, implemented government wouldn’t have needed the officiously proposed lowering the taxable margin, - hear the government has arrogantly opted the easy way out – further pressurizing the public who are already suffering short of cash to meet the ends daily.

This enlisting has to be begun with ruling system since every aspect of Human Right Violations (HRV) emanates from thereon, either the directly or indirectly; even the later heavily relies on government policy of Majoritarian Rule, which itself has emancipated off vicious cycle of survival politics of rulers, entrenched within the ostentatious democratic system, though heavily strangulated all minorities alike the system has not let down the suffering for even the huge section of majority community. A cruel fact that has not been understood by modern day politicians, and still seek to be silkily embedded within the same ostentatious democratic system- for further push the nation into a completely dilapidated State.  

The prime Human Right Violation culprit is the Parliamentary activity processing itself; before digging into the degraded Parliamentary activities, it becomes inevitable due to prevailing situation in the country, to explain what it is actually meant by National Security of a Nation; it carries a broader sense, than illy conceived many politicians, as of just defending a religion and its community through ammunition wielding, and its’ related  infrastructural heaps – National Security involves ensuring food safety of the all civilians alike  within a nation. If a certain section of national population suffers due to its inability to consume sufficient food for mere survival that will lead to an unhealthy inhabitant and an unhealthy State. Thus, Food Safety is a strict National Security issue and rendering the population, inaccessible for safe food consumption is a huge Human Right Violation as well even it is done by an elected government which itself is very questionable claim at the moment through sequence events took place. Even worst HRV is that ruling party of the country making easy avail safe food consumption only for party supporters. This has been the major issue, since early 2020. as present government took office and it is the very reason ruling government prefers Retired Officers of Security Forces over the Administrative Civil Servants and leads to the total infringement of free-thinking voters. Security forces' main objective is to ensure civilians of the nation irrespective of their ethnicity live peacefully- undertake their livelihood- at no circumstances security forces can depend on the civilians' living and /or livelihood-property to expand security forces' comfort. It is a blatant HRV with arrogance, to order grabbing the civilian property for armed forces' comfort need without the civilian consent concerned at first hand, and without adequate compensation for their loss of civilians'  living and /or livelihood-property, because they are "just" minority community.     



Now it is very appropriate to go back to where are all HRV emanates fundamentally.  It is the unequivocal right of the voters to know how their elected members behaving within parliament and how those members workout for self-accountability and how they designate themselves towards supervising the various financial functions and institutional activities of public enterprises. Any attempt by any means to occlude or to cover-up activities towards self-accountability and institutional frauds is a HRV that infringes the unequivocal right of the voters. Any parliamentary subcommittee that consists of more than nine members, and that has not been led by an opposition party member should be deemed as scheme to cover-up the fraudulent practices of the ruling party and self-involvement in institutional fraud and corruption as well.  

Thus appointing more than 25 members mainly of the ruling party to the COPE clearly indicates that, it is a deliberate action to dilute the intensity of inquiries, waste of time frame, waste of resources even during the critical economic situation of the nation, which is also headed by a ruling party member, an attitude of “we are the powerful,  we will involve whatever corruption and fraud and we will  cover it up and self-portraying propaganda  using the Parliamentary Processing, with arrogance of overriding the principled objectives  of Parliamentary Processing  of appropriate accountability.

 All reflecting on blatant human right violation, reflects the recklessness and disregard to the voter the elector, component of the so-called democracy and if you all are not fearing the Parliamentary Subcommittee inquiries – reconstitute the all the Parliamentary Subcommittees to be maximum nine members presided by an opposition party member, it should have minimum 5 members from political parties other than ruling parties.  

“Mathana-Mutha” interpretation of Democracy – forcing the majority criteria in every sneak corner of the administrative system, have paved way for unabated massive and corruption and fraud in every sneak corner of the administration. The Parliament cannot continue to function towards becoming a convenient arm of autocratic ideology and ultimate failure of proper accountability of any activity, which has craved into the nation’s economy.  Outside the Parliament the same “Mathana-Mutha” interpretation of Democracy nationwide – has created horrendous Human Right Violations, particularly against peaceful veneration in venerating places of minorities alike. An appropriate devolution of power where minorities are concentrated, shall ensure the minorities worshiping peacefully and undertake their own cultural rituals without any hindrance off anyone.

It is very disgusting to note that most of the Parliamentarians, maintaining colossal amount of arears over very long period to the Ceylon Electricity Board and Water Supply and Drainage Board, and burdening the treasury coffers very heavily- which is an act of violating the fundamental rights of people who pay up the tariffs regularly, especially when just one delay, propel the officers to disconnect the supply to other citizens.

All Parliamentarians including the Cabinet Ministers and State Ministers shall ensure their personal use water and electricity bill are paid from their monthly salary regularly – shall not be parasites of government coffers for their every aspect of living.

The Weakened Parliamentary System in Sri Lanka

 

The Parliament of Sri Lanka is set to expose its weakness yet again, on the 20th of July 2022, when it convenes to elect the nation’s executive president to guide its members, a person who is unmandated electorally and rejected by people’s sovereignty in many as many attempts to become Chief Executive of this Island Nation; if otherwise only, the Parliament of Sri Lanka can uphold status as the August Sabah of this beautiful Island.

I referred this process as “yet again” at the beginning, because the parliament itself has been rendered as a very weak institution since 1979, by the executive presidential system and by the present electoral process that elect the members of the parliament, which has many ambiguities all that make mockery of people’s mandate, yet it is called sovereign mandate of the people, very contradictive.

We all encountered how the Executive Presidential System suppressed the Parliamentary system used its members as just pawns of the Executive President and even the Speaker of the Parliament is not an exception for that matter. There was a very exceptional occasion in 2018, when Speaker of the Parliament defied the Executive President who disposed the incumbent prime minister and drafted a new prime minister, which was later declared illegal by Supreme Court. Though all these episodes of power grabbing appear to be weak psychic of human behavior, the electoral process as well has immensely contributed through weak psychic men exploiting it to maximum to weaken the entire parliamentary system.

How the Electoral Process weakens the Parliamentary System  

 The contestants for the parliamentary seat, heavily depended on the party leader to be a contestant to begin with,  she/he has no any other alternative than submissive of consciously to a party leader, pawning their ability to work independently according to their own conscience of what her/his constituency need and be part in overall requirement of the Nation.  Present electoral process has totally deprived this component of working for the own constituency and conscience, important part of parliamentary democratic system. In contrary, it has created a dynastic system of worshiping a particular leader to be-

1.     in the contestant list,

2.     sustain the numerous privileges by the system

3.     part ever swelling cabinet portfolios

4.     part of collecting the spilling of the dynasty etc.

 This does not mean that the Electoral Process in before 1979, which is well known as First Past the Post System (FPPS), and in place in many democratic countries, is completely free of all these ill effects, but binds the political party leaders to be respectful of its party   members, as the members of the political party will have room for thought for their conscience constituency and within his own electorate. A contestant need not be answerable the voters, who elect them, and as long as the present electoral process is intact, there is no point talking about democracy within the parliament, a process made the leaders to be autocratic in order to preserve the numbers.

The Change brought about by Ranil Wickremasinghe  

It took Ranil Wickremasinghe two years to come to parliament, after he and his political party had been comprehensively defeated by peoples’ mandate, and the comeback did not occur through a fresh mandate, but through a rather lapsed and modified list of names submitted to Election Commission, two years earlier – a complete flaw full process that breached the sovereign mandate of the people. Whereas It took only 24 hours for massive crowd to come to Colombo despite transport difficulties in protest against the system, a clear indication of how much people are frustrated of the situation.   

Ranil Wickremasinghe shall not interfere in any judicial processes, as it has been reported that he had a knack of interfering in judicial processes despite intact of 19th amendment of the constitution during 2015-2019 regime, now it he has been provided with very autocratic 20th amendment as well.  He may throw out the Presidential flag and addressing method, but the autocratic system is intact at the disposal, to whom who displayed the characters of autocracy to grab the one and only membership allocated to United National Party through the flaw full electoral system. Ranil Wickremasinghe uses the term “Fascism” very frequently, which means a political system in which the rulers control every aspect of the system without permitting opposition and dictatorially breach the people’s mandate, - and thus Fascist character displayed within the political party has destroyed and removed that 74-year-old political party from the of Sri Lankan political history, the men who appointed you as Acting President as well have displayed fascism to destroy this nation. The spontaneous public nonviolent upraise against that fascist system cannot be Fascism, for a conscience full mind, however it is loosely applied.     

 When the Parliament promote him from Acting President to be President for the rest of the Presidential term of the 8th President (a correct forecast off a weakened parliamentary system) – the four-decade old habit of Executive Presidency controlling the Parliament will turn upside down – few members of the parliament will control the Executive President, a fascist within his own party will become a puppet of another fascist group.

This is what the well-educated younger generation opposing now and upraised against, and the utter failure to provide the basic requirements for the day-to-day life to general public pushed them as well to upraise. What does the parliament will do in the coming days will be monitored closely, whether it is strong enough to address the people’s struggle for day-to-day life as soon as possible or just another continuing political circus of weaker parliamentary system.

Apparently, a change, but not the exact systematic change general public expecting!
